10.  PUBLIC BUSINESS FROM THE FLOOR:  This portion of the meeting is reserved for persons desiring to address the City Council on any matter not on this agenda, and over which the City Council has jurisdiction.  Please state your name and city of residence for the record before beginning your presentation.  Please fill out a speaker card located at the podium, giving your name and city of residence.  The time permitted for public commentary prior to the business meeting is limited to 30 minutes.  Please limit your comments to three minutes to allow others time to speak.  Additional time for public comment will be permitted at the end of the meeting following the business of the City Council.  The Council can take no action on your information, as stipulated in the Brown Act.  However, they may respond briefly to statements made or questions posed, ask a question for clarification, make an inquiry of staff for factual information or refer the item to staff.  The City Council may request the City Clerk to calendar the item for a future meeting.  Please note: copies of all documents submitted to the Council members must be given directly to the City Clerk.  Any person wishing to speak on an agenda item will be given an opportunity to do so prior to the Council taking action on the item.  Please give the City Clerk your speaker card with the items on which you desire to address the Council.

       Tobacco Ordinance - City Manager.

       Recommend:

       Discuss and give First Reading by Title Only, With Further Reading Waived of "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CALIFORNIA CITY AMENDING THE CALIFORNIA CITY MUNICIPAL CODE AS IT RELATES TO THE REQUIREMENT FOR A TOBACCO RETAILER’S PERMIT".

12.  NEW BUSINESS 1:   Support Material

       Council discuss proposed formation of a joint powers authority with East Kern Health Care District - City Attorney.

       Recommend:  Discuss and approve.

13.  NEW BUSINESS 2:   Support Material

       Friends of Edwards Air Force Base - Mayor Evans.

       Recommend:  Appoint representative to coalition.

       Fiscal Impact / Environmental Action:  None / None.

       Council consider Memorandum of Understanding with KernCOG - City Manager.

       Recommend:  Discuss and approve.

       Fiscal Impact / Environmental Action:  Funded by KernCog / None.

15.  NEW BUSINESS 4:   Support Material

       Police Department Roof - Chief Lunsford.

       Recommend:  Council must make a finding that since no bids were received it is not practical to re bid and authorize the staff to negotiate a contract.

       Fiscal Impact / Environmental Action:  Budgeted amount of $60,000 / None.

16.  NEW BUSINESS 5:   Support Material

       Council consider Airport Management Contract - City Manager.

       Recommend:  Council consider management contract with Cindy Brickner.

       Fiscal Impact / Environmental Action:  TBD / None.

17.  COUNCIL AGENDA:  This portion of the meeting is reserved for council members to present information, announcements, and items that have come to their attention. The Brown Act precludes Council, staff or public discussion.  Short staff responses are appropriate.  The Council will take no formal action.  A Council member may request the City Clerk to calendar an item for consideration at a future meeting, or refer an item to staff.
