9.  PUBLIC BUSINESS FROM THE FLOOR:  This portion of the meeting is reserved for persons desiring to address the City Council on any matter not on this agenda, and over which the City Council has jurisdiction.  Please state your name and city of residence for the record before beginning your presentation.  Please fill out a speaker card located at the podium, giving your name and city of residence.  The time permitted for public commentary prior to the business meeting is limited to 30 minutes.  Please limit your comments to three minutes to allow others time to speak.  Additional time for public comment will be permitted at the end of the meeting following the business of the City Council.  The Council can take no action on your information, as stipulated in the Brown Act.  However, they may respond briefly to statements made or questions posed, ask a question for clarification, make an inquiry of staff for factual information or refer the item to staff.  The City Council may request the City Clerk to calendar the item for a future meeting.  Please note: copies of all documents submitted to the Council members must be given directly to the City Clerk.  Any person wishing to speak on an agenda item will be given an opportunity to do so prior to the Council taking action on the item.

Mayor appoint two members to the California City Planning Commission - Mayor Evans.

Recommend:  Mayor makes appointments as desired, ratified by City Council.  City Clerk administer the oath of Office.

11.  NEW BUSINESS 2:   Engineer's Levy Report   Staff Report

Council adopt resolutions necessary for the annual notice of upcoming Aspen Mall Landscaping and Lighting District assessments - Assistant City Manager/Finance Director.

Recommend:

Council adopt " A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALIFORNIA CITY, CALIFORNIA INITIATING PROCEEDINGS FOR THE LEVY AND COLLECTION OF ASSESSMENTS FOR ASPEN MALL LANDSCAPING AND LIGHTING DISTRICT, FISCAL YEAR 2007/08, PURSUANT TO THE PROVISIONS OF PART 2 OF DIVISION 15 OF THE CALIFORNIA STREETS AND HIGHWAYS CODE".

Council adopt " A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALIFORNIA CITY, CALIFORNIA FOR PRELIMINARY APPROVAL OF THE ENGINEER’S REPORT REGARDING THE PROPOSED LEVY AND COLLECTION OF ASSESSMENTS FOR THE ASPEN MALL LANDSCAPING AND LIGHTING DISTRICT, FISCAL YEAR 2007/08".

Council adopt "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALIFORNIA CITY, CALIFORNIA DECLARING IT’S INTENTION TO LEVY AND COLLECT ASSESSMENTS FOR THE ASPEN MALL LANDSCAPING AND LIGHTING DISTRICT FOR FISCAL YEAR 2007/08", direct the City Clerk to publish this resolution one time in a newspaper of general circulation at least 10 days before the public hearing on Tuesday, June 5, 2007 regarding the levying of this assessment.

Recommend:

Council discuss and direct staff as desired.

Beautification Committee Ordinance - City Manager.

Recommend:

Discuss and give First Reading by Title Only, With Further Reading Waived of "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CALIFORNIA CITY AMENDING THE CALIFORNIA CITY MUNICIPAL CODE AS IT RELATES TO THE PLANTING, MAINTENANCE AND REMOVAL OF TREES".

Fiscal Impact / Environmental Action:  None / None.

14.  COUNCIL AGENDA:

This portion of the meeting is reserved for council members to present information, announcements, and items that have come to their attention.  The Brown Act precludes Council, staff or public discussion.  Short staff responses are appropriate.  The Council will take no formal action.  A Council member may request the City Clerk to calendar an item for consideration at a future meeting, or refer an item to staff.
