9.  PUBLIC BUSINESS FROM THE FLOOR: This portion of the meeting is reserved for persons desiring to address the City Council on any matter not on this agenda, and over which the City Council has jurisdiction.        Recommend:

      Council approve and adopt "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALIFORNIA CITY APPROVING A MASTER AGREEMENT FOR ADMINISTERING AGENCY-STATE AGREEMENT FOR FEDERAL-AID PROJECTS AND AUTHORIZING THE CITY MANAGER OR CITY ENGINEER TO SIGN AND EXECUTE THE AGREEMENT" and adopt "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALIFORNIA APPROVING PROGRAM SUPPLEMENT AGREEMENT NO. M007 TO ADMINISTERING AGENCY-STATE AGREEMENT FOR FEDERAL AID PROJECT NO. RSTPLE-09-5399(011) FOR THE TRANSPORTATION ENHANCEMENT ACT PROJECT TO CONSTRUCT SIDEWALK ON CALIFORNIA CITY BLVD. FROM 700 FEET WEST OF CONKLIN BLVD. TO RANDSBURG-MOJAVE RD. AND AUTHORIZING THE CITY MANAGER OF CITY ENGINEER TO SIGN AND EXECUTE THE AGREEMENT"   Agreement

     
Fiscal Impact/Environmental Action: City to fund $20,857.00 of total $181,843.00 project / None.

This portion of the meeting is reserved for council members to present information, announcements, and items that have come to their attention. The Brown Act precludes Council, staff or public discussion. Short staff responses are appropriate. The Council will take no formal action. A Council member may request the City Clerk to calendar an item for consideration at a future meeting, or refer an item to staff.

12.  CONSENT CALENDAR / PUBLIC COMMENT:  (Roll call vote required). All items on the consent calendar are considered routine and non-controversial and will be approved by one motion if no member of the Council, staff or public wishes to comment or ask questions. If comment or discussion is desired, the item will be removed from the consent calendar and considered in the listed sequence. Any member of the public may address the Council concerning an item before action is taken.

CC3. Approve permit to the American Legion to hold weekly Bingo games as recommended by the C.O.P. with periodic inspections pursuant of the Municipal Code.

CC4. Adopt "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALIFORNIA CITY REPEALING RESOLUTION NO. 04-73-570 RELATED TO THE ADMINSTRATION OF MOBILE HOME PARK REGULATIONS".   Support Material

CC 6. Adopt "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALIFORNIA CITY TO ESTABLISH A NEW PROJECT ENTITLED "RANDSBURG-MOJAVE ROAD RECONSTRUCTION PROJECT" AND SUBMIT AN APPLICATION FOR $78,000 IN KERN COUNTY COMMUNITY BLOCK GRANT (CDBG) FUNDS FOR FISCAL YEAR 2007-08".   Support Material
