Thank You, Neighbor!
Our family dog, Lacey, strolled away from our house sometime on Saturday after the wind blew down our temporary fence. Come Sunday night we were concerned she was not coming back. Many in our church family were praying and some out searching for Lacey. For that effort my family and I would like to say thank you! Today, Monday the 15th, I was looking for Lacey and found her in a concerned neighbor’s fenced in front yard. We would especially like to say thank you to Barbie and Heather of 99th street for their kindness and willingness to go out of their way to feed, water and protect our Lacey Girl! Merry Christmas Barbie and Heather and thank you for being a blessing to us!

A Democratic Role
In response to Mr. Peralta’s suggestions that the City of California City should purchase CaliforniaCity.Com dated 11/29/2008, I have to take up the opposition to this suggestion. As we have already seen in its dealings with local religious organizations in regards to local art, the city is easily swayed to commit heinous acts of censorship on items that are not grossly inappropriate, but happen to be mildly controversial. If the city gets their hands on this web site it will do the people no good, as it will become a mouth-piece for city government propaganda, and the squelching of those whose opinions are and would-be contrary to the view-point of the city council members.
One of the heralds of CaliforniaCity.Com is that Mr. Van Pray posts many varying points of view, even those that may be considered detrimental to the city and its foundations. Currently, CaliforniaCity.Com, plays more of a democratic role than city council meetings, where city residents are encouraged to keep quiet because their view points are contrary. I would purchase the site myself if I had $10,000 available, but I don’t.
The city and all its minion entities need to see the benefits of the democratic role this site plays and leave it well enough alone.

Mayor-Elect Adams Speaks Out
This week and two weeks ago we heard from Dr. Larry Adams our Mayor Elect on what he plans for our city, as stated in the Mojave Desert News. He said and I quote "I hope I'm up for it". I sure hope he is, up for it, he was voted in! I guess time will tell.
I found it interesting that he mentioned Michael Ellison and stated that, Mr.Ellison should have listened, he got good advise from business men in town, had Mr. Ellison done so he would have done better. He also stated that Mr. Ellison had lost 2 million when everybody else was making money. First of all, I believe the business men Dr. Adams refers to are the same ones who made the same statements in an EDC meeting a while back that I attended, if so, it was foolish for Dr. Adams to quote him or them . It is a fact that Mr Ellison's handsomely created billboards, out on the 14 freeway had everything to do with the last building boom, everything. Though we now have 400 or so empty homes, and no billboards, seems to me some of that good advise Ellison was receiving never made it to anyone but him, maybe it should have been a little more disseminated.
Many business men have come to California City, dropped their fortunes and were sent on their way. Very few have survived here. Mr Ellison received no special favors, and tried desperately to make it here, but seemingly failed, at least here, he maybe doing better somewhere else. He also backed the Mayor's election 2 years ago which brought about a loss to Dr. Adams. I hope this belittling of a man who tried to make here is just sour grapes and not a direct insult to someone that could not survive the seemingly impossible task of doing business in California City. Dr. Adams should ask those business men he is referring to, how they are doing.
This city has a long way to go. Dr. Adams should take a look at all the projects undone in this city and speak in the same manner of some of those great business men. That by the way, have received special treatment. I have never met, or spoken to Mr. Ellison, but I can tell you, I know his pain all to well, having struggled to stay here.
I also placed billboards out on the 14 Freeway, and the 58 Freeway during that time and still have one near the Mojave Airport on the 58. We now have 3 new movie studios between here and Rosamond. The billboards work!! Those studios are struggling, but billboards worked.
California City went over 8 years with out a building boom prior to Mr. Ellison, he must have done something right, things were sure hopping while he was here, so to say bad things about him now is unfair. The fact is, who ever gave him such good advise, that he did not listen to, should try replaying that tape. Maybe will get another building boom, or a lot less unfinished projects here in California City, not left by Mr.Ellison.

Thank You Mr Bohannan
I want to Thank Mr Bohannon and those that helped him put together a very nice dinner at Ramon's Restaurant to welcome our new Mayor and City Council Person, Dr. Larry Adams our new Mayor and Bill Smith our new city Council person. I felt Both gentleman spoke in Ernest about their plans to help move this city forward and their desire to unite the city council in an effort to bring about the necessary power, it will take to realize those ambitions. I want to congratulate them both and wish them the best.

Treasure Hunter Finds Swap Meet
Driving down the boulevard this weekend, I was surprised to see the “swap meet” style sale happening in front of IMC and Radio Shack. I stopped to find out who had sponsored the sale and find something that I couldn’t live without. I was told that the Optimist Club had sponsored the event, but I couldn’t recall any advertisement for it. I for one think it is a great idea to have a open air market on a regular basis. Gives many of us the chance to share our treasures with others (Treasures, Junk, it’s a perspective).

Farewell Bill!
As pack your things up and go to ACE HARDWARE to rent your u-haul, I feel you need to know the "facts". While I'm not the biggest Larry Adams fan, I do know for a fact the following info:
1. Larry as Mayor went and got the right boat when it came to taking care of the City’s lake. If you don’t believe me, just go to the City Yard located on Moss Ave and look for yourself. It will be sitting on a trailer within the yard. The boat people are referring to was a bass boat; however this was purchased by the previous Mayor and long before Larry was elected as Mayor for this City.
2. As for Larry looking like he “just mowed the lawn”. Maybe because he just did. You see, he did and still does a lot of this type of work throughout the City on his own time. You know, cleaning this City’s parks, different areas around the City, painting which included the inside of City Hall. The only reason why neither you nor anyone else saw this was Larry never went looking for a camera. How do I know this? Unlike rumors, I worked for this City for 10 plus years and I personally observed Larry Adams painting in the parks, mowing grass, and cleaning other areas within this City. So how you know.
As for Bill Smith:
1) I have known him since he came to our City. He used his own money and built a little hardware store into what it is today.
2) The planning commission, he left on his own because of the old city manager. I don’t have personal knowledge of Bill having a temper, but I can tell you he will and has helped out ANY group that needs it.
3) “The Sign”. The sign you referred to WAS NOT Bill's. It was paid for and put there by a private party who was upset about the way the City was being run. Bill Smith did not design it, make it, or pay for it.
4) Mr. Ellison started building houses, when Larry Adams was Mayor of this City. He subsequently left town when mr Evans was elected and sworn into office (Did you know Mr. Ellison who spent large sums of money in this community and never asked the City for a dime. In addition, he donated a large amount of money to mr Evans to help get him elected.) Thank you for allowing me to put my 2 cents into this conversation.

Congratulations Bill Smith!
I would like to extend my utmost congratulations to Bill Smith upon winning a seat on the city council. This goes to a hardworking, honest, sincere, and generous man who has continuously served our community.
Since becoming a business owner in our city in 1992, he has served not as an elected official, but as a caring, compassionate member of our community. Over the years Bill Smith's generosity has extended to the following: California City Youth Football, Baseball, Soccer, Pee-Wee sports, Boy and Girl Scouts, Miss California City Pageants, California City Elementary Schools, Middle School, and new High School. He also has supported Mojave High School, Desert High School, and many individual local youth.
Bill Smith not only supports the youth of our city, his benevolent attitude has extended to his own employees and many, many individuals in our community, never asking anything in return. Bill Smith took a small local hardware store and built it into what it is today. That kind of hard work and never take no for an answer attitude is what we need to take our city to the next level. So let's get behind him and the rest of our local government and see what can happen to our SMALL town.
This man has earned a well deserving position on our city council, and I am especially proud of Bill Smith because I am his friend, his employee, and most importantly to me, I am his son.

Now what?
Now the hate and racial barriers fall away.
Now the divisiveness that has held this country back fall away.
Now the mean-spiritedness of this nation is a thing of the past.
Now we embrace the goodness of all people - red, yellow, white, black brown; young; old; various religions; physically challenged; not just privileged groups.
Now we operate with honesty, integrity, peace and love.
Now we educate the masses, and stop the fear-mongering.
Now we stop looking to our leaders to make changes, and we hold ourselves accountable in the process to help this nation rise. Once we stop deceiving ourselves, we cannot be deceived.
Now we stop listening to the lies of Fox News and the hate mongers who are talking heads for the disgraced Bush Administration by talking down to the masses and confusing them. We are much better than that and deserve an honest media. Those who followed Fox News did not understand what the masses knew about a better world. We avoided Fox News like the plague.
Now we turn a page in America to a better place where we earn back our reputation and trust in the world, and do what this country is best at doing: leading the world with our imagination and creation toward progress. A scared, uninspired, hopeless and divided nation cannot stand, just as as divided home cannot stand. It will take all of us to pick up the pieces and move on from a long nightmare.
Now we stay engaged and demand more from our leaders and watch them.

Thank You
Based on the outcome of the election, I actually feel very peaceful inside about it, a sense of calm. Through the efforts of several dedicated citizens, I believe we have begun a change for the positive within our City.
Mr. Adams has a long history with the community and I am offering my services to assist him and the new Council. With that said, I will continue to invest my time, my enthusiasm, and ideas to help us grow and become the City we have the right to be. As a community, we need to work together to ensure we have transparency and accountability by those whom we elect. We have many challenges over the next few years, and we must truly work together in a positive way towards building our community and strive for a new economic base. I want to thank everyone who supported and voted for me, and to everyone who got out and voted.

Do Headlines Lie?
It’s truly amazing how, by selectively choosing what to print and how to publish it, and the point you wish to make, you can make a garlic plant smell like a rose.
Point in fact: This week’s Mojave Desert News banner headline; “Grand jury clears CalCity officials.” Then it goes on to say that they did nothing wrong with the decision not to follow the Planning Commission’s recommendation and thus making Mr. Michaels go through a CUP for his proposal to build a set in his property for a motocross film/series. The article notes that these were stated by a Mr. Glen Chesbrough (don’t know who he is), Chairman, Cities and Joint Powers Committee. The strange thing about this is that the paragraphs preceding his signature are not placed in “quotes” meaning that these comments indeed came from him. The so-called exoneration of City officials, in fact, have no quotation marks. What does that tell you? Well maybe it’s a publishing error, as there are many in every issue. But when you do a bit of research, you find other things that bring questions to mind.
I downloaded the following, and placed the text in “red” type, which is from the Kern County Gran Jury. Please pay close attention to what they say, and let me know if the Gran Jury really exonerated Cal City officials as the newspaper article wants you to believe:
“COMMENTS: The crux of the issue in this complaint appears to be two-fold, as follows:
1. Whether the property at issue is subject to the requirements of a CUP for development of a motocross track as part of the movie studio, based on the M1 zoning; and
2. Whether the City Manager has the authority to override the recommendations of the Planning Commission.
FINDINGS:
1. Relative to the first issue in “Comments” above, it appears from the information located on the City’s web site and as considered by the Planning Commission, based on the zoning ordinance in effect at the time of the re-zoning to zone M1, a movie studio does not require a CUP for the planned activities described in the complaint. This is consistent with the ruling of the Planning Commission.
2. Relative to the second issue in “Comments” above, it appears that it is not the “custom and practice” within the City for the City Manager to override the recommendations of the Planning Commission. In fact, it appears that the City Manager acted inconsistently with the City’s own ordinances relative to zoning. The recourse for the City Manager or the Planning Commission in such a disagreement is to refer the issue to the City Council. There is no evidence that this was done by either party.
3. While not necessarily relevant to the complaint, but certainly of interest to the City’s overall financial stability, it appears that the economy of the City would fare well if the motocross track was developed on the movie studio site. This would tend to bring in a substantial amount of revenue not normally available to the City, through an influx of temporary film-crew workers for such things as lodging, dining, and gasoline purchases. RECOMMENDATIONS:
1. Given the amount of time that has passed since the decision of the Planning Commission and the resulting confusion, the Planning Commission should re-visit their decision of August 14, 2007, and, if their decision remains unchanged, should officially reiterate that decision so that the Complainant can proceed with the proposed plans.
2. If the Interim City Manager is in disagreement with the decision of the Planning Commission, the Interim City Manager should appeal the matter to the City Council. Absent such an appeal, the decision of the Planning Commission should stand.
The City of California City should post a copy of this report where it will be available for public review.

Maybe I’m reading this wrong, but please tell me where the above exonerates City Officials. You know already that CBS didn’t want to wait any longer and took their $2,000,000.00 budget for the film to Arizona, I believe. One more example of the slanted views we see in national media and newspapers “tanking” for their favorite politicians.
I wish I could post this response in the Mojave Desert News but:
· It is far too long. You are only limited to 500 words (although there are many articles in the paper that go on and on for far many more hundreds of words, that at times, put you to sleep).
· If they indeed were to publish it, it would come out after the November 4 elections for mayor and city council.
· We already know who Mojave Desert News wants to support. Fruitless, I say.
Which brings me to more proof of my statement of “tanking” for certain candidates. I’ve had several articles published by Mojave Desert News, which I thank them for it, although I had to restrain myself to 500 words. And I know several of the candidates have had their articles published. Well and dandy.
But in this week’s Mojave Desert News, Thursday, October 30, 2008, page A-3, there’s a terrific banner atop the page: “ELECTION 2008.” Guess who are featured in that full page? I won’t keep you in suspense. The incoming Mayor Davis Evans, with a 28-point mast head of his name and likewise incumbent Councilman Kevin Schafer. That’s it. Nobody else! Mr. Michael Sellard, also a candidate, had to buy a quarter page ad and was put on the same page. Did Mojave Desert News ever bother to call all the other candidates and invite them to put their platform in this “special election” page? I carry my telephone with me. I didn’t get a call. This is the page that should feature all the candidates for office in California City, because it is an important page, just before the Nov 4 election, so that their readers can make up their minds if they haven’t done so before next Tuesday. It is a vital page for those who subscribe to the Mojave Desert News. Tell me how is the newspaper serving their paid subscribers? No, I’m afraid it doesn’t work that way, I guess, even in small-town politics. The only two that are prominently featured with FREE space are Mr. Evans and Mr. Schafer and, of course, Mr. Sellard with his PAID advertisement, the others? What a “crock” of $#@%. Unfortunately, this is the reality nowadays, which is played in the big leagues with publications such as the L.A. Times, Washington Post, New York Times and many others--all in the “tank” for Barack Hussein Obama, while only the few honest, fair and minded media, dedicate their pages to everyone else. How would you rank the Mojave Desert News among those above? I’ll leave that up to you.
If I become mayor of this great city, I’m going to make sure that there is another newspaper in town or at the very least, the City will publish all the uncensored, unbiased and honest truth of everything that is happening in our city and the comments that people make about our performance.

Response To Renter Protection
Mr. Zack,
I’m not an attorney, nor do I claim to have the correct answer. But it seems to me that if someone in your family has received a “vacate” notice, after they have been diligent in paying their rent, the first thing I would advise them to do is to place a lien against the property before the bank or lending institution forecloses. At least your family would be able to get some or all of their rents back. Also try to get some legal help and go to a judge and get a “stay of execution” until the matter is resolved. No one wants to see innocent bystanders be hurt by unscrupulous individuals. It’s happening everywhere Mr. Zack, not just in California City.

Mayor's Statement Of The Facts
Mr. Peralta’s comment regarding my having tunnel vision is inaccurate and the “pot calling the kettle black.” Also, if Mr. Peralta is going to be a serious candidate for any office he might want to get his facts correct. Getting correct facts is paramount to being the mayor and essential to leadership. Mr. Peralta flunks this test on all counts.
As mayor it is my responsibility to weigh and assess what is in the best interest of ALL citizens. Not just those who come in from out of town. Mr. Peralta’s only concern is bringing off-road vehicles into our downtown area as well as creating a 1500 acre lake for recreation. With all the other important issues we face he has tunnel vision! I am concerned with ALL citizens; those who support off-roaders in town as well as the many citizens who do not. At the final meeting (Second Reading) approving off-roaders riding into our city I supported the ordinance and resolution, so local business could benefit. However, I did so only after a sunset provision was inserted so we could cancel the program should it become unworkable for our residents. This is the first thing about my record Mr. Peralta got wrong.
Next, Mr. Peralta states I did not support charging OHV fees to those who come to our community and ride in our desert. Once again, Mr. Peralta does not have his facts and is wrong. I voted for the program and was a leader on the council to get it passed. The council did get those fees passed under my leadership, something the previous council could not get done in the previous ten years. Then, as a follow-up, I met with Senator Roy Ashburn so he could aid our city in making certain this ordinance for OHV fees would be protected by state legislation.
Mr. Peralta gets it all wrong! The issues of this city are related to the quality of life. This means a city that is safe from crime, free from trash, government that is accountable, Section 8 compliance and developer impact fees. We are working toward making our city a great family community with all the associated benefits of industry and retail establishments. These are the issues. GET A CLUE LOU!
Oh, I forgot something, Mr. Peralta states in his campaign literature, and in his commentary to the Mojave Desert News, he does not “know all the city’s issues.” He did get that right!

Breaking The Law
As I informed a young man today holding up a Yes on 8 sign. It's against the law to remove or destroy other political signs, I'm referring to the No on 8 signs that just went up this week. If you disagree with those signs, show it on election day by voting. I seen dozens of Yes on 8 signs and only 6 No signs, and out of those 6 signs, only 3 are left. Are the supporters of Yes on 8 so afraid they have to destroy the No on 8 signs. What happened to fair play, what happened to equal rights and what happened to common decency for your fellow man. By destroying the No on 8 signs, that shows me that your really afraid of losing . If you want the support of the fence sitters like myself and others, the 3 missing signs will be replaced by the 9am, Oct 21.

Missing The Forums
Where was Bill Smith at the recent "Candidate Forums?" For the record, he was seeking to encourage the family of a former business partner and friend of nearly forty years who succombed to the ravages of cancer on Monday night. On Tuesday, he spent the day mourning and memorializing his friend at his funeral in Victorville. That is the kind of friend that I would desire. One who puts relationship over politics. The AV Press recorded the reason for his absence. Stop in at Ace City Hardware and meet him if you have not done so. Let no individual question his passion and commitment. A political forum is a cakewalk compared to a funeral for a dear friend.

Moving On
Since I'm now almost a resident of California City and will be doing business here and in the surrounding cities, I believe I need to get involved with "OUR" city. I've been back and forth between LA and California City for the past few weeks now. I've spoken to residents and businessmen. I've met with councilmen and those involved in the running and managing the city. Reading the letters, I notice some bad feelings, and these are coming from very nice decent people that I've met, such as my good friend, Russell Michael. My suggestion to all is that we should forget the past and "MOVE ON." I know it's hard, but we're all big enough to handle it. The current administration obviously cares about the city and yes, they have and will make mistakes, after all they are human too. But I think we should let them continue down the path that they started only a short time ago, when they were elected. Our other options are electing prominent businessmen in the city. I'm not sure if that would be a very good idea. They're good businessmen and they should remain so. I'm self employed and know how much of my time goes into my business. I for one would not be able to do any work for the city if I were elected to a position, my business comes first. Further more, I can't help but think that if a major business owner in the city becomes part of the administration of the city, some decisions would be made based on how that decision would effect their business and not whether they would benefit the city. Conflict of Interest. By that I don't mean any disrespect to anyone.
Finally, although I have some differences of opinion with the current administration, I still believe that they're the best that has been here for a long time and I encourage all those who vote to give these guys another term to help them continue with the plans they've already started. Our only other option would be to vote in a new group of managers who'd want to start a brand new plan of managing this growing city. A new plan would cost us a lot more all over again. Financial Gain From OHVs
I am voting for Lou Peralta for Mayor of California City one simple reason: He is pro off-highway vehicles (OHV). Our current mayor is not. California City has hundreds of thousands visitors each year that come to our city for another simple reason: to drive off-road.
In saying the above, many residents move out here to be able to drive or ride off road out their front door. I am proof of that. I moved here to be able to off road and ride my horses without having to trailer to a location. I have known Lou Peralta for more then twenty-five years. He is a man that will promote our city as off road friendly, and more tax revenue will result. Lou Peralta has my vote. We need a mayor that can see the financial gain from the off road community.

Open Letter To Mayor Evans & City Council
Last week I received the latest election mailing from our Mayor David Evans. It looks good and professional that is rare in Cal City! I actually intend to vote for him due to lack of viable alternatives. However, I am bothered by his "brushing away" all complainers. While there might be a few "pathological complainers", there are many reasons to be concerned and to have legitimate complaints in California City. Here a few examples:
1. Why did they pay the full amount of over one million dollars to Matrix, when Mayor Adams was still in charge, despite knowing that there was virtually no construction progress at the airport? (see ruins)
2. Why did they pay about 1.25 million dollars for "ground work" on Jim Quiggle's personal investment next to the library, but failed to do so with other developers such as Ellison or Efford?
3. Why is this project now, after getting 1.25 million dollars from the city, for sale and in chapter 7 bankruptcy? (Verify at the US Bankruptcy Court Bakersfield)
4. Why does the city want to award virtually the same people, who are already partially in bankruptcy despite receiving massive public funds, with the exclusive right to bid on a 9 million dollar development for the new Desert Jade?
5. Why do they want to include a developer knowing that going directly with the construction companies would save them about 2.5 million dollars?
6. Why do they want to go with a construction company with a suspended construction license, but barring other local competitors to bid on the project?
7. There are strong indications that the City Council violated the Brown Act (working illegally in closed session) a number of times. Is this true and what are the consequences for the violators?
My work schedule mostly does not allow me to attend city council meetings. If you go to the city council meeting, ask such questions and do not let them get away.

Old Hotel, New Motel
Does anyone know what is happening with the new motel? There hasn't been anyone on the site in awhile. This motel is a very important mile stone to the growth of our city. After a long day in the sun the first thing a construction worker wants is a shower and a place to rest. A lot of these workers come from out of town. It's hard making a long round trip drive everyday to get to work, so they need a place to stay for the week, then make it home on the weekend. I have been in construction for almost 30 years, so I know what they go through. If we want our supermarket, theater, and other projects to start up, we have to push for this motel to open for business. We are 99% there! Let's make it to the finish line. This motel gives a place for workers, developers, investors, and visitors to stay and enjoy our city.

High Speed Train
Just a reminder the high speed train will be passing soon. Passing, but not stopping near California City. Palmdale has petitioned for a station, so they will be the nearest stop besides Bakersfield. Gas prices being the way they are going, hopefully we will get a station nearer someday. For more information visit www.cahighspeedrail.ca.gov. Lady Of The Rock
I saw this on the news a few weeks ago. Titled as California City's best kept secret. There is a small shrine dedicated to the Virgin Mary, just west of 20 Mule Team Parkway and Lincoln. On the 13th of each month, hundreds of devotees to the virgin make a pilgrimage there bringing rosaries and flowers, as they say she appears in the sky. Many come with cameras and take pictures hoping to see her image in the photo. I have always seen the sign on the power pole and never thought much about it, until I saw the news report. It wasn't the 13th and during the week, but I followed the signs and found the shrine. There was a man playing a guitar and two women praying. One day I will have to come back on the 13th with my camera. Under construction next to the shrine is a small building. The shrine might be moved there or California City soon might be getting another church. God Bless.

Response To Councilman Schafer
I must respond to Councilmen Schafer's editorial in the Californiacity.com news, since his editorial was directed at me, in the attempt to muddy up and blame others and just down right BO Ho about what it is he do. Let me say first off. I stood in front of the city council and ask that they investigate William Ways actions. Mr Schafer Claims he did just that and spent weeks grueling over the facts and checking with studios up and down the state. OK Mr Schafer I believe you, then why did you get it wrong and back Mr Ways decision. Why didn't you find a solution to the problem. I was willing and made it very clear, I would settle and did. Even after 8 months of grueling losses and contempt towards me, my wife and business, by several city council personnel. After spending long drawn out hours investigating this situation and giving the facts to the grand jury We The People Got It Right! Instead of crying about it except the fact Mr. Way got it wrong! you got it wrong! Now lets move towards the growth this business can bring to this city!
As far as having to much lemon in my lemonade! Hear this Mr. Schafer City council Personnel and every one that reads this editorial. When ever a citizen challenges this city they are shunned. I was, others were. When ever this city does something wrong it is soon forgotten and swept under the rough and when it is exposed the city says's the citizen is sour,a sour pickle, they put to much lemon in their lemonade. and so on.
Enough of this!!! most of the citizens in this city are former military or have loved ones that our military or work directly for the defense industry and they will never collectively allow any one on the city council to push them around, talk down to then, or shove stuff under the rug in order to hide their mistakes. Individually their scared and rightfully so. The city has power to shut down their business, stop their efforts to beautify the city, or bring special projects. but united and they are about to unite and change the direction of this city once and for all, that is a different story. So if you think they are putting to much lemon in their Lemonade hold on for round two.
Lemon laws are also something I have taken serious! After investing in this city. The Lemon laws of California or the Unfair business practice laws as they are formally known do not just apply to cars, they apply to all forms of business practices such as a corporation leading on a business to invest then switching and trying to destroy that business when they get what they want, sound familiar. This city is a corporation, an incorporated city. I'm investigating this city and have besides my own found many interesting cases write here in our own city of unfair business practices.
You think I' m putting to much lemon in my lemonade Mr. Schafer what if I shut your business down for 8 months, shunned you and made you feel UN welcomed in your own city. Tell me Mr. Schafer, what would you do, Cry like you are now or stand up and fight this type of injustice. And as far as the press is concerned! I will gladly give you a taste of the good old press. And freedom of it, I signed up to fight for in 1968, every time you and any one you back gets it wrong as long as your on that city council. The last battle got coverage from Mojave to Laos Angeles. I and my wife are starting a visual new agency here in East Kern the most important part of it will be investigative reporting, stay tuned. As far as the religious babble you spout on about. As a christian with strong and unbending beliefs. I feel that part of your statement was directed some where else, so I won't respond directly to it. It seem this city is very consistent it bends over back ward makes promises it cant keep to get business in town and then shuns them and brakes their promises. They did to me and they did to others their consistent that's for sure.
You have the only Movie studio Facility in Kern County, a new sports center, a near complete motel, and half finished mega square foot warehouse at the air port and none of these business people are happy here, if their still here. Why do you think Hyundai has never had a good relation ship with this city? Could it be the promise to pay them for infrastructure was broken and its taken years for them to get their money back, if they ever will? Could it be that they lost their case of blight and had to pay 400.000 in attorney fees for a case where the city tried and failed to take property from citizen through eminent domain? Is the resent air port purchase stagnant? Quite fighting the business you brought here keep your promise show the people you can rise above all the bad this city has done, or suffer the remarks, ridicule and bad press you have gotten and our about to receive along with all the other consequence of doing wrong.
One Last statement. Kennedy said "in victory we have a thousand Fathers and defeat we have done". This city should keep its promises to me and others they have coerced into coming here by offers of infrastructure and property. Which one of you on the city council will fight for that. Show your true colors and reap the rewards of victory, or wallow in your own self pity, alone.

Standing Heroes
The Valley press this past Sunday spoke of organizations developing memorials to our fallen heroes. There are several of these organized groups doing a great job to keep those that have fallen memorialized. There is even a group here in California City headed by Rhonda Vazquez creating Freedom Park. Freedom Park will honor heroes from soldiers that served and fallen to all the civil servants that have fallen to keep us free and safe.
I became privy of the situation at our first ever in the World, Air and Space port in Mojave this last summer. Three people were killed and several seriously injured when an experiment went seriously wrong. A tragedy that unfortunately sometimes happens to people that pioneers such things as space travel. This is a risk that for some reason, these people are willing to take. They take this risk in the sprit of teaching us about the unknown and helping to make our world a better and safer place. They are the unsung heroes and I hold them in high esteem.
There are many Heroes that live among us as well some stand next to us yet we know nothing of there heroics unless we read or some how find out about them. True Heroes in my opinion would rather we not know of their heroics for some reason and that ok it’s theirs to own.
There are also those that do heroics and fall short of receiving the highest honors we can bestow on them, such is the case of some of the men and woman that enter harms way at the Mojave Air and Space port this past summer. The Highway Patrol officers that entered one of the most dangerous situations you can imagine were deprived of their organizations highest honor. I am appalled by this.
I believe these men and woman deserve and should receive their department’s highest honors. The ambulance personnel on the scene that performed next to the Highway Patrol personnel in this disaster received their organizations highest honors and were awarded their metals on the steps at Sacramento and rightfully so. Everyone who was there did the unimaginable.
I have through my parliamentary investigation into what I hope was and oversight by the Highway Patrol division heads that oversee the Mojave division found no reason why the brave men and woman of the Highway Patrol who skillfully and honorably removed the injured alongside of the ambulance personnel from a highly explosive situation need and deserved the highest possible honors their offices can bestow on them.
I made a promise to a fallen officer a long time ago. I had to make it on his reflections, posted on his page, on the register of Fallen Officers. My promise was to do something great for fallen officers in his name. He was the Chief of Police in a small West Virginia town of Piedmont. As a sculptor, the best I have been able to come up with was an unfinished sculpture of a police officer with a reflective face. I prayed for a way to finally keep my promise. Perhaps getting these officers the recognition they deserve will finally bring peace to that Chief of Police. We as citizens should honor them and respect their service enough, that we will go the extra mile to make sure that they get the recognition they deserve as "Standing Heroes" in our community. The people of Kern County need to know that we have the finest of men and women patrolling our county, and that they will go the extra mile for us.
I believe every citizen in Kern County should write me or their congress person with the wish that these men and women get that recognition. I would also hope we can flood the office of Highway Patrol in Mojave with calls of concern for the obvious over site in the handling of the recognition, these officers undoubtedly deserved.

Studio Dispute Ended
Last night, I received a plan from Mrs Lunsford, the new City Manager of California City. This plan is a welcomed solution and will solve the dispute over the need for a Conditional Use Permit at our movie studio. Mrs Lunsford crafted an Authoritative Permit that will not restrict the building of movie studio sets on our movie studio back lots. Keeping in mind that we weren't broken in the first place, this solution to an 8 month old problem is welcomed by us and very much appreciated. I would like to thank Mrs Lunsford for her diligence in solving this dispute and working out an equitable solution.
I would also like to thank Mr Deaver, The Mojave Desert News, and his staff for keeping this dispute in front of the people of California City enduring this long drawn out debate. There have been many questions by the people of this city that needed answers, sweeping something like this under the rug, as this city has done so many times before, to us, was not an option. Thanks to the press for keeping those answers in the eye of the public. Mr. Deaver and his staff at Mojave Desert News did a good honest job. And my wife and I thank him.
We would like to thank Mr Pray for his work as well with he California City.Com news articles. I hope both of these agencies increase their efforts in this city and report more news that may be controversial or not favorable to the city's elected. Enough with this open policy that only benefits a few in this city. We need honest checks and balances, and fair and honest reporting does just that.
During the last 8 months, we have received several hundred emails, letters, and phone calls in support of our studio. We certainly want to assure those with concerns that we may pull out as so many others have done, that we will not. We have to rebuild our client base and that may take a little time. This solution that Mrs Lunsford skillfully architected will go a long way in doing that, an in assuring us, we can operate as we did with out the fear of closure by some one with a grudge or by anyone with a hidden agenda.
We feel confident and assured now that our studio is welcomed and needed here in this community. Something good actually came out of something bad. Thanks to everyone for their support.

Congratulations Citizens
Congratulations on the passage of Measure A. Despite the fact that I was not in favor of that Measure, (but probably would have supported it had I seen any evidence of proper planning and/or safeguards in place), you will now have a funding source to complete the schools. I urge each of you that voted “Yes” on the measure to continue to follow-up on the progress of the school construction projects and the uses selected for the funding you have approved. Hold government accountable to produce results for the money we have provided them. Mr. Spellman (I can’t even believe I’m wasting a brain byte on this guy) you obviously can’t read, interpret as you see fit, and twist everything around to suit your own views. Go back to letter one…re-read…and try to figure out what I was trying to say. I’m sure you’ll fail at the task, but give it a shot.
If this project isn’t properly managed, (and there was no evidence of a real plan or any cost controls in place) cost overruns will in all likelihood result and additional funds will be requested of the taxpayers of the city. Don’t let it happen again!
I sincerely hope that those in charge of managing the school construction projects spend the time and effort necessary to accomplish the job they have been tasked with and that in the interest of the students who will attend these schools, the facilities will support and sustain the generations that follow. I attended an unfinished first year high school in a small town the size of California City, Mr. Spellman. We did just fine. We had no football field, incomplete facilities, and first year teachers. We managed. I’ve been there and know first hand that sometimes hardships make you stronger. They build character. We are all extremely proud of what has become our alma mater and most of us return to each high school class reunion.
As I’ve stated from the beginning on this issue, I was and am in favor of finishing the schools. But not at any price, and not without prudent planning, management oversight, and concern for the funds that taxpayers are providing. The majority has spoken and I respect that. Now make sure that your votes count where it matters. I sincerely hope that we see those who are managing this effort complete the project within the generous funding that has been provided for that purpose. Now get on with it, and surprise me by succeeding, on time and on budget!! I’ll be watching…as should each of you. After all, it is our money that’s funding it.

Grand Jury Report
I have been asked, why don't you just sue the city? I am not interested in suing the city. In my opinion suing the city is taking money from the people. I would like to bring the film industry to California City. However, I would like to stop the city from destroying my business and causing me any further financial problems. I felt Mr Way was wrong. I asked the city to investigate it. The city refused, instead, they told me to take it up with them in another form. That I thought was unfair and detrimental to me, so I persued the Grand Jury and others to help me answer the question, was Mr Way acting in the best interest of the city or himself? I got my answer and it cost citizens of this city nothing! I was asked, had I ever set down with the Mayor to discuss this issue. My reply! I stood in front of the city council, the Mayor was in attendance and every other member of the city council, and asked them to do something, no one did anything and to date no one has. I told them I believed I was wronged and that they should take action, they did nothing. No one got off their butts to come to the studio to see the problem first hand and no one has as of yet. I believe they made up their minds as soon as William Way opened his mouth. I ask them to please let's try to settle this without attorneys and law suites, they said nothing nor did they do anything. I asked them to fire Mr Way, they did nothing, but united behind him and against me with the exception of two city council persons. I gave them 2 months while I and my attorney tried in every way to avoid a law suite, which again I do not wish to bring, it only hurts the taxpayers and never resolves the real issue at hand and that is how to keep my business here in California City. I could have sued them under the unfair business act of the 1930's or as a private Attorney General. I chose to use the local Grand Jury and have prepared a package for the California Attorney General and the State Grand Jury, if the city can't resolve this issue with me. That is my next step. I have already received favorable information as it relates to this issue from the California State F film Commission on filming in California appointed by the Governor to control runaway film production in California and in their letter they stated that a conditional use permit would cause other studios to have an unfair advantage over me because it is not required by anyone else in an M1 zone. The real enemy here is the city government not the people of California City that have united behind me. I have collected over 700 signatures that I believe I could use to send a message to this city on just where the people stand on issues concerning this city government. Instead, I have chosen to send a different message to the city government, one is that I personally will take no more !@#$% from them. If the city doesn't like our business they should have never allowed us in the first place, and they should have never promised us anything. I would also like to answer Mr Edminson's complaint that I'm taking this too personal. I am, I'm taking it real personal. The truth of the matter is my fiery Irish Dari air is in an uproar. I was promised 2 roads and a water line with fire hydrants in writing from this city. As the city was installing these lines, several people in Wonder Acres complained and the city came to me and said we have to calm these people down by doing there roads first and they stopped working on mine. They promised me an 8 inch water line and people in Wonder Acres complained again and the city finished their water and told me to wait. While I was waiting, Matrix Motors came to town the city figuring they had me, they needed more, they put infrastructure in at Matrix first. Then Ellision came to town, (the golden boy), the city so they thought. They came to me again gave me a new letter stating they would finish my project in 6 months, they needed to take care of Ellison first he was bringing a grocery store. I'm still waiting. Then Hyundai came to town they lied to Hyundai and we now see the outcome of that. Then Mx motorcross track needed water they installed a line to them allowed them to build the track with out dealing with fish and game, they called fish and game on me. We will all see the outcome of that soon and it won't be pretty. I'm still waiting for them to finish the project they started with me. And I'm unable to run my business at full capacity. I want the people to know my patience has worn out, it's time for the city to accept its responsibilities and fix the problems starting with me. Hold the check to Hyundai that has to be paid for the lies they told and finish my project. Let me go back to work so I can bring this city more business. Since I came here it has been one thing after the other, the former Mayor who at first tried to help us turned against us. The former Mayor after Jack Stewart left the city exactly 3 days had the water department shut off my water after knowing Jack Stewart had given me that line for us until they could solve my problem since it was only going to take 6 months to solve the problem, Mr Steward waved any charges for moderate water use until the 8" line could be installed. The Mayor Larry Adams didn't like that so he shut it off without warning, explanation or any type of formal notice, he just shut it off. We were filming at the time and had 42 people on the property. After Steward left, the new manager Mr Way, who the Larry Adams hired, came to my studio and later stated he wasn't honoring anything the old manager did, Ellison was also a victim of William Ways power hungry ways, and We know what's going on with Ellison. The truth is I love it here but all this has effected my business as far as filming, my health, and my art work. I was recently asked to do a sculpture to be placed in the city at the Freedom Park, when first asked, I was "gung ho" about the project as these problems have worn me down and as much as I love doing my art, the light burnt out today and I told the promoters we need to find a way to re-spark the enthusiasm so I can work with them. It would brake my heart not to be a part of it, but it is not fair to the promoters for me not to give it my all. Sorry for the misspellings especially of the names, but i need to do this without edit. I apologize for the long letter but I sometimes feel better when I write without editing it allows me to be more direct and honest with my thoughts and this letter will not get sent to another press agent other than

Passing Measure A
Mr. Backs, you stated "We weren't told what we'd be getting, when we approved the bonds originally". Before I voted for the School Bond Measure back in 2002, I read about what the money was going to be used for and what it was going to purchase. The School District gave information about the prefab buildings, and a timeline that the construction was going to follow, that was before all the governmental delays started. You also stated that you have seen Hacienda Elementary School and that "Am I impressed? No, personally, it's an eyesore next to California City Middle School." The truth is, the District bus lot is between CCMS and Hacienda Elementary. Hacienda Elementary School is new; the landscaping will take awhile to mature like California City Middle School, which was built in 1991-92. Also, the School District is cutting back on grassy areas at all the schools in the district, because of the water shortage in California. As for the buildings at Hacienda Elementary, yes, they are different from California City Middle School. There is a 16 year difference between the two schools, and let's face it, the dollar went further in 1991-92. The buildings at California City Middle School are what the voters agreed to with the School Bond Measure for California City Middle School. The buildings at Hacienda Elementary and California City High School are what were stated in the 2002 School Bond Measure, prefabricated buildings, not portables. Although the two new schools are not currently finished, due to the delays increasing the costs over the bond amount, what the School District has completed is impressive, the buildings look great. I took the Mojave Unified School District tour through both new schools during the construction phase. The detail that was built into the prefabs, that's what is behind all the walls and ceilings, and what was done on sight is more than impressive. I just wish that after all the governmental delays Mojave Unified School District had enough money to complete the original plans that were laid out in the 2002 School Bond measure. The additional funds that are needed, which Mojave Unified School District will get when Measure A passes, will allow the School District to finish what was started, not to start a new project. No new designs or artists rendering are needed, because all that was done already. Now to your concerns about what the money from Measure A will be used for. In my letter to the editor, dated January 24th, I stated that Mojave Unified School District did not spend anything on Measure A mailings. A letter I received from Mojave Unified School District, mailed on January 25th, gave the following information breakdown only:
1. Complete California City High School and Hacienda Elementary School.
2. Construct a gym, sports facilities, and student support facilities at California City High School.
3. Construct a cafeteria and a library with up-to-date technology at Hacienda Elementary School.
4. Upgrade technology infrastructure to improve student access to modern technology.
5. Build and renovate school facilities to accommodate students displaced by construction.
6. Furnish and equip the schools to the extent permitted by law.
7. Address unforeseen conditions revealed by construction (e.g., plumbing or gas line breaks, dry rot, seismic, structural, etc.)
8. Perform necessary site preparation/restoration in connection with new construction, renovation or remodeling.
As for your statement "Convince us that alternate sources of funding have been sought, evaluated, and are not expedient or available.", like I said before, that will take years. And during that time you wanted the students of California City to suffer, to wait, for something that will not happen. The passing of Measure A on February 5th will give California City students a chance at a great education at two new completed schools.

School Tax
Saying you don't want our schools to grow, because of some governmental mistakes in the past, is like saying you don't want your stocks to grow because your stock broker made you mad. Good Schools, Good Fire Departments, and a Good Police Force is what makes a community a great place to live. If we have a great place to live others will want to come here, and that will increase our values. It's simple, VOTE YES to improve our schools.

Students Need Not Suffer
We need to get Measure A passed. It's not fair to make the students of California City wait for years, or decades. They are the ones that will suffer by not having completed schools along with everyone else in California City.
Yes, the State and Federal government caused all the delays, and I agree with you Mr. Backs that they should compensate California City and the Mojave School District for the costly overruns due to those delays, but it will never happen. If we took your advice and tried to get compensation from the State and Federal government, it would take years, if not decades of filing, re-filing going through the State and Federal court system trying to get something from them. You stated "I've managed many multi-million dollar government programs and I understand the uncertainties." So you should know that getting the State and Federal government to compensate California City and the School District is just wishful thinking on your part. If we go along with your wishful thinking and go after the State and Federal government, why not go after the construction companies and material supply companies for more than doubling their prices over the years.
Mr. Backs, you stated, "I voted for the original school bond measure. I entrusted those in government to accomplish the original intent of that measure. They failed. Rather than the brick and mortar schools most taxpayers probably envisioned when they voted for the new schools, their "foresight" produced something much less for the city and it's costing more." What I want to know, have you ever been out to see the two new schools? You do know that those prefab buildings are not trailers? The steel framing in the prefab buildings are stronger and will withstand earthquakes better then any brick and mortar building. The construction costs of a prefab building is less than any on sight stick built building and the quality is the same if not better. And for its costing more, that is not true. The School District got more for the buck by purchasing the prefabs buildings after the passing of the 2002 bond measure rather than waiting until the years of delays to be over to stick build the school on sight. If the School District had waited, the two new schools would still be under construction, but more then likely they would not even exist.
One last thing, the Mojave Unified School District did not spend anything on the Measure A mailings or for the signs you see around the city. That was done for the School District by a "Committee of Concerned Citizens" that raised the funds through donations from individuals and businesses here in California City, not by using taxpayer money. All the businesses and individuals that donated can see that Measure A is needed, that completing the two schools will not only benefit the students but everyone in California City.

Same Dragon, Different Face
Are the Mayor and city council of California City the same Dragon just different faces? Now that Mayor David Evans has taken over in California City, it appears that council members have an increasingly difficult time voicing their views, since Mayor Evans gives them little chance to do so. Instead of encouraging different view points on issues and solutions to running the city, the Mayor seems to roar over the city chamber like the king of the dungeon, by talking down his cohorts, podium thumping, and raising his voice when he doesn't get his way in an obvious attempt to discredit others.
Many California City citizens of nearly 10,000 have a new awareness of this unwanted behavior. This guy could also easily spend us out of existence before we can get to the polls this year.
Another big issue with this relatively young and inexperienced mayor is his apparent ability to take credit for others accomplishments such as the sports arena. Who built the sports arena? Ask around town you would swear it was the city, when the real architects of bringing that project to the city were the Sellards. The Sellards own Wimpy's Diner here in town and they should be thanked in numerous ways, but instead their shunned by this city government.
If you noticed the recently resigned City Manager Mr Way, the Mayor, Mr. Evans, the city councilman, Mr Shaffer, and the water department head, Mr Bevins all act with an iron hand and often use intimidating ways with citizens and or city employees by making unfounded accusations or rash statements that find their way into local news papers on some subjects better breached in school yards.
Over the years California City has experienced a recurring number of mistakes that significantly cost our taxpayers. One of the reasons is simply that the organizational culture is broken. Our city officials would rather sweep some of the serious problems under the carpet and away from the public eye. Consequently, the root cause of the problems are never exposed and solved. After a short time these problems repeat themselves and the taxpayers are the ones who pay all over again.
We are now facing more problems then we have ever faced. With inexperience and some self centered actions taking the helm. Can we as a city afford to look towards the heavens as our only solution or as they say in Ireland "keep the faith but row to shore"?
We need to take action! Let this Mayor know that spending 4.5 million on the airport property with no significant or decisive plan brought before the city. In the interim causing the end of a business that brings in 1000 people a month. Then stating in the newspaper that they are going to turn the airport in to a tourist attraction to offset that loss. And again with no clear or decisive plan laid before us for discussion.
We have 450 homes on the market. Some of the owners are advertising in the Antelope Valley Press for "Section 8" renters in order to keep their mortgages paid. The Sports Arena is unfinished, and even though we have the money, the Mayor refuses to finish it, opting instead to fix it a little. The reckless spending on infrastructures for projects such as the one behind AltaOne Federal Credit Union that is sitting idol. Showing bias to other business with broken promises by this city government and running a $1 million dollar water service to MX Track and "Mary of the Rock", I believe it's called. Then on top of all this shunning and apparently trying to close businesses with total disregard for the California State and Federal Fair Business Practice Laws. This is all just unacceptable.
As my news agency grows here in California City and East Kern, I hope we can help provide this city and all of East Kern with hardcore facts and not just what the powers that be wish us to print.

OHV Community Brings Dimes
My family and I were out to California City for New Year's Eve. While there, I picked up a copy of the local newspaper, the Mojave something-or-other, while I was waiting for a pizza at the Pizza Factory. There was a letter to the editor written by a guy named Tom Ross that was written in response to a letter from Lou Paralta. While I didn't see Lou's letter, Mr. Ross quoted it heavily. Basically, Mr Ross is against the OHV community, and stated that he doesn't think we bring 1 dime into California City on the weekends.
I was going to write a letter back to the newspaper, but can't find a mailing address, and their web site doesn't have a place to submit letters.
Anyway, Mr Ross' letter got me to thinking, "How much bank do I drop at California City on a typical weekend?" So, thinking that New Year's weekend was a typical weekend for my clan, I added it up...it goes something like this:

Rider's Choice $65.00
Rite Aid $22
Gas and Diesel $166
If my math skills still work, that's a bit over $400 for us. I looked back at my bank records over the last year, and while the money goes to different places sometimes (might be NAPA instead of Rider's Choice, and one of the Mexican restaurants instead of the Pizza Factory), it's always between $300 and $400 a weekend. I don't expect that we are any different than anyone else who comes out there. We don't stock the trailer quite as well or gas up as much as we do when we go to Dove or Wagon Wheel, because we know the stuff is there in California City, and we want to drop some coin there. We also drop some money in the donation box at Borax Bills, and don't cheat the dump fee (even if the hose bib is broken so we can't flush our tanks). In addition, we carry out more trash than we make.

Higher Taxes, Less Voice For Voters
Did you know that California has found a way to raise taxes and reduce the rights of voters? Are you surprised? In one stroke of the pen, property valuations have increased and the percentage of voters needed to prevent future tax initiatives has been decreased. What does this mean to you California City voters? It means that now you get to pay higher property taxes and that only 55% of voters need to vote yes on Proposition 39 in order for it to pass on February 5th, 2008 instead of the 67% required previously for Measure E. Your voices were heard, and they would prefer to hear fewer of them that disagree with approving new taxes.
If you believe that this is the last time politicians will be coming after your hard earned money in the form of tax increases, you haven’t been listening to the news on healthcare reform. We’ll get to pay for that pretty soon as well. We also have a defense crisis, mortgage crisis, security crisis, energy crisis, education crisis, immigration crisis, labor crisis and let’s not forget the Academy Award winning global warming crisis…I think you see the trend. Need money, create a crisis. Need a solution, create a tax. Can most California City residents afford to fund this particular bond initiative? Probably, (especially the city’s registered voters who are only renting here), but that’s not really the point.
Those of you who objected to Measure E for the reasons, I’ve identified in previous letters, and voters who are interested in trying to hold government accountable to produce results and not squander precious tax resources beware. We are destined to lose this upcoming vote to those who desire a solution to our current school construction “crisis.” Never fear, another crisis will come along, and they’ll be back again.
Does anyone seriously harbor the illusion that completing these schools alone will substantially increase property values? Housing prices are falling all across the nation, even in communities with completed schools. There are larger economic forces at work here. It’s a gross oversimplification to equate completing the work on the schools to an increase in property values or an increased corporate interest in investing in California City.
For the record, I’m not opposed to finishing the schools. The work needs to be completed. However, nobody has attempted to equate the cost of completing that work with the amount of Bond money being proposed. Not necessarily “to the penny” Mr. Spellman, I’ve managed many multi-million dollar government programs and I understand the uncertainties. I believe most voters would be satisfied with a published accounting of a reasonable justification that produces an estimate to the nearest million dollars. I’m simply opposed to wasting large sums of taxpayer money without adequate plans in place to prevent the same mistakes from being made again. The accounting “safeguards” don’t prevent money from being wasted, they simply help tell you where it was wasted. I’m against writing multi-million dollar checks to politicians to solve a “crisis” that they created and I’m against anything that increases the government’s ability to tax the citizens now or in the future.
Don’t worry California City voters, if Proposition 39 fails they’ll be trying again in the November 2008 election. Oh, and if it passes, expect a new “crisis” to emerge on the ballot to take its place.

What Was I Thinking?
Right on! You make a lot of sense Ms. Meadlin. What was I thinking? Perhaps I should have thought it out better and asked the EDC and/or the Chamber to purchase it with the help from the City. I also think that the webmaster (Dan) does a terrific job and we should consider keeping his services.
Mr. and Mrs. Van Pray, as I understand it, are leaving town, and he might take the site with him. I wanted to bring that up at today’s EDC meeting but it ran too long and not all subjects were covered. Nonetheless, I would like to attempt to speak with Mr. Van Pray again and perhaps do a little arm twisting. Thank you again for pointing out the obvious.

Update On California City Website
A couple of days ago I received a call from Mr. Van Pray. We had the opportunity to chat about several things, but the reason he wanted to speak was that he had heard that at a recent EDC meeting, it was mentioned that he wanted to sell the CaliforniaCity.com site for $50,000.00. He was surprised to hear that since, as he said, he did not mention that figure to anyone. He asked me to let everyone know that indeed he would like to sell the site because he and his wife are planning on moving elsewhere, but he would like to get $10,000.00 for the website. $5,000.00 for the gentleman who has been working and expertly maintaining the site all these years, and the $5,000.00 for himself since he was the original entity to lay out all the expenses to get the site started. This is much different from the purported $50,000.00 that was mentioned at one of the EDC meetings. The latest offer seems reasonable to this writer, since the site has been gathering more momentum, it’s easily available to many people, and is well used by many.
Unfortunately, because of prior commitments, I was not able to attend the last EDC meeting. Just in case, I would like the members of the EDC and the city to consider this latest figure and perhaps contact Mr. Van Pray directly to negotiate for the site’s sale. I think after all the goodwill it has produced, the City ought to purchase it. That’s just my opinion.

Congratulations to everyone in the California City Optimist Club for having a successfully fund raising event with this Swap Meet. All funds are used for our children in California City by working closely with the schools on programs they need. Our next swap meet will be April 4, 2009 at California City Business Park. Thank You California City
To my family, my friends, and all who supported and voted for me in this election, I would like to take this opportunity to say thank you so very much from the bottom of my heart. Words can never express my gratitude. In my life, I have been humbled a couple of times and this is definitely one of those times.
To my opponents I wish to say the following. To Bill Smith congratulations on your victory. To Kevin Shaffer thank you and to Dr. Nick someone told me that this race was not a nip and tuck, but a Nick and Chuck. In addition, I wish the best of luck to you. I know this election is not over yet and we will have to wait for the final outcome.
To all of the Mayoral candidates, I say thank you. Everyone should feel proud for entering a very hard fought race at a time when our community is facing a lot of different problems. Also realize, out of approximately 14,000 residences in our community, only six had the courage to enter a political race in an effort to try and make things better for all of us.
To all of California City I say thank you. I defended the United States Constitution when I was in the military and both the United States Constitution and the California State Constitution when I served as a California Highway Patrolman. It was really nice to experience what I have defended for so long.

The following is from your letter: "Now the hate and racial barriers fall away. Now the divisiveness that has held this country back fall away. Now the mean-spiritedness of this nation is a thing of the past. Now we embrace the goodness of all people - red, yellow, white, black brown; young; old; various religions; physically challenged; not just privileged groups. Now we operate with honesty, integrity, peace and love."
However, some do not operate with honesty, integrity, peace and love for everyone. This past election has shown one thing very clear; there are still some barriers out there. That hate, narrow-mindedness and mean-spiritedness still exists with over 5 million Californians. All the peace and love means nothing if it is not for everyone. Until we stop deceiving ourselves by stopping the hate and fear of others, we as a Nation/State will never be free. There must be freedom and equality for all, not just for some.

Whoa! "Farewell"
Whoa! I just read a recent "Letter to the Editor" from Farewell, entitled, "A Sad Day."
41.87% of those voting for California City City Council seats chose Bill Smith, 2257 of our fellow citizens! They obviously know something that "Farewell" does not. Pretty disparaging letter about our new/returning Mayor and new Councilman. Please have the decency to state your name. Bill Smith is referred to as "a hardware store owner." The unnamed sender obviously does not know Bill Smith who is one of the most generous business owners in our community to soooooooooooooo many charitable organizations. I quit counting the "I heard and I hear" about the nasty hearsays about our new Councilman. Bill Smith did not disparage any community leader for his religion, or lack thereof. Get your facts straight. Last night, Senator McCain and Senator Obama showed why we love this GREAT Nation! They acted as gentleman and conceded and congratulated. Our community is better than slander. There is enough negative truth to share without concocting some false stuff in an election night hissy fit. Thank your community leaders old and new and returning! Let us follow the lead of a bonafide war hero and our new President-elect, and lets make our city better.

A Sad Day :<(
When I moved to California City with my young family in 1991, I was uncertain about the way it was run down but was impressed with the immense potential. I heard all the rumors of a grocery store and other things that were one day going to grace our city. I was disappointed in the 'Good-ol-Boy's' club which seemed to not only own everything in town but run it. I saw Larry Adams elected Mayor and though I had high hopes, was quickly discouraged by his conduct as a city leader. I attended city council meetings and was surprised to find the council dressed for mowing the lawn instead of running the affairs of the city. I saw the city under Larry Adams get sucked into the Matrix fiasco. I saw Larry Adams bending over backward to do everything possible to reinforce the 'Good-ol-Boy's' who were making money off the city while letting it go to hell in a hand-basket. I saw a dishonest fire chief (Antonucci) who was a disgrace to his profession having been fired from the state OES and served jail time for a fraud conviction, hired without a proper background screening process. This fire chief went on to lie to the city about the details of getting a helicopter. He lied to the first vendor telling the extremely exaggerated numbers they would produce in flights. That company pulled out and sued the city for "Fraud of Inducement". This is the same type of fraud that the fire chief went to jail for in his former job. I saw Larry Adams fully support this chief and all his crazy ideas. I saw a bass boat purchased for the clean-up of the lake under the direction of Larry Adams. I saw a City Manager hired who was mediocre at best. I saw Larry Adams make a mockery of the city with his stupid jokes in council meetings and his finger puppet play on the screen during the September 11 anniversary presentation. I saw city codes going completely unenforced and contractors allowed to build anything and everything as cheap as possible. I saw hundreds of many homes so small they would only be fit as starter homes built. Nothing to attract more families with jobs to live here. I saw a city filled with trash and roaming dogs. I saw an outsider (Ellison) come to town unchecked by Larry Adams who duped the city and, in the end, did not have the financial backing he claimed. I saw the park I used to play in as a boy, when my family would drive out for picnics, run down and dying. It now looks like a ghost town and is unsafe for unattended children.
Then we had an election and got a new Mayor. Nobody knew the new guy other than he had a significant business and financial background. He began to change the way the city looked. First by setting the tone for how council members should dress and present themselves. He then brought order to the council meetings even though some did not like it. He did not bow down to the 'Good-ol-Boys. Instead he required everyone doing business with the city to be checked out and play by the same rules. As time went on those who got to know him realized he was honest and hard working. He sacrificed his won time and money for the city he wanted to raise his family in. He brought additional police officers to the street. He began insisting the codes in town were enforced. He personally participate din trash clean up. He brought a much needed new fire truck to the city. He cleaned up the legal messes, including the Antonucci lawsuit, the city was left with. He fought for the ability to bring a university to the East Kern which is a project still very much alive. This was a successful fight against one of the most powerful individuals in the state, George Runner, who was trying to get this project planned for Palmdale. He brought honor and dignity back to the office of mayor and respect back to the city.
I have had many conversations with individuals who have been around for a long time. I have heard them say they do not want the city to change. They do not want curbs and gutters and shopping and the like. they want the city to remain in the state it was in. These are people who do nothing to improve the look of the city because their children are grown and they want the city to remain small and living in the past.
I then look at this election where more mud was slung than in the national race. I have read about things Mayor Evans did and shady deals he participated in. As I researched these things I found them all to be untrue. Then I hear about an very angry hardware store owner who felt snubbed because he was removed from the planning commission. This is one of the 'Good-ol-Boys' who did nothing to keep things in check when he was on that commission. I heard of his out-of-control temper when he did not get his way. I heard the stories of him throwing tools and having screaming cursing fits. I read a sign in his lot implying the current mayor is a dictator. Then I hear how he forced his employees to put his campaign signs in their yards and became angry when they did not. I heard how he became incensed and intimidated his employees when they posted signs for opposing candidates. I wonder what his definition of dictatorship really is. I hear vicious things said about religion and how some thing one group is trying to take over. Lies about appointments. All this in the name of religion. those making such comments tout themselves as "Christians". I believe their anger and hateful comments sound more like they come from the adversary than from Christ. They should be ashamed of themselves and their religious leaders should be embarrassed by them. I even saw an article attacking Mayor Evans wife. She is involved in everything. she volunteers so much of her time for things most of us never see. To see her attacked in the paper was disgusting. The low, heartless, immature, vindictive, spiteful, and jealous individuals who attached their names to that letter should be utterly embarrassed for stooping so low.
Finally it came time for this election. I was shocked to discover the citizens of California City wanted to take a step back into the dark ages. They voted in the old mayor and the foul mouthed hardware store dictator. It is clear the people of this city want it to be trashed. They want garbage all over the streets. They want an overabundance of unchecked section 8 housing. They want crooked business deals that have cost the city thousands of dollars in litigation. They want no code enforcement. They want to go back to the old worn out system we had before. They want a city council who looks more like a disheveled bunch of thugs than businessmen and women.
I have resided in this city for 17 years. All my children were born while I lived here and were raised in this community. Unfortunately, the huge backward step the city just took is not something I am willing to subject my family to. We will be saying goodbye to the wonderful community we have grown to love.
My prediction is the city codes will not be enforced upon those who know the new Mayor as before. The council will begin to dress down again and their professional appearance will disappear. The improvement made to the city will go the way the park and lake did. The other communities will begin to look at Cal City as a joke again because we will have a mayor who cannot be taken seriously.
Shame on everyone who believed the hateful things said about Mayor Evans and his family. I will continue to follow the city happenings for many years to come and I hope I am wrong. I wish Mayor Evans and his family well. they have put much more into this community than anyone before them and deserve a standing ovation from us all.

Congratulations!
Congratulations to Dr. Larry Adams for once again becoming Mayor of California City. He is a good man, a man who has always been dedicated to this City and a man who will always do right for this community. He will guide us on an even course, which I believe is what most people in this city want, as indicated by their votes.
I came from left field to strive to make a difference for this city with certain far-reaching ideas. Regardless, I still believe in them and I will be there always offering new suggestions to make our community better. I also thank all other candidates for making it a very interesting and challenging race.
I wish to thank Mayor David Evans. He, too, is a fine man with a beautiful family and I know he gave it his best try these past two years. We must remember that after all the dust clears, we’re all in the same page—making California City as good as it can be. Thank you Mr. Evans.
I especially want to thank the 335 voters who voted for me. I know I have many friends in this city, but to be sure 335 who saw the merits of the ideas I brought and voted accordingly. Rest assured, that I’m not discouraged but very optimistic that with this new and exciting administration headed by Mayor Adams I will be able to push for progressive and exciting changes. Who Protects The Renters?
Imagine the shock and surprise when you as a renter find out that the Landlord who you have been paying your rent to on a monthly basis has been pocketing your rent money and not making any payments towards the mortgage of the house you are renting.
Now, compound that with the house being placed in foreclosure, and on the auction block, and your Landlord giving you a notice to vacate while you, the renter have no money to move and your greedy Landlord has no mercy or conscience and refuses to give you back your money so you can leave. A Hypothetical situation? A mere fantasy? No, sadly to say, this is a reality that many people who rent in California City, including my own family, are facing at this very moment.
It’s time that the City of California City, and all of the elected officials take their head out of the sand and start looking at ways to protect the renters who live, work, pay taxes and shop at the different stores and merchants in this city. Many cities in Los Angeles County have rent control laws- why not California City? This would be a step in the right direction to help those renters like me receive some sort of protection from these Greedy Landlords who have no compassion, mercy or regard for others. It’s time that the City of California City stands up to these Greedy Landlords, many of them absentee owners, and enact rent control laws and tougher city ordinances that protect renters from these lecherous Landlords who have total and wanton disregard for the welfare and safety of others. No Country, No Jobs for Old Men
It's very sad in this country that when a person gets to be older than fifty, it seems that no one wants to hire them. This has been my experience and is one that creates and leaves a bitter taste in my mouth. As a result of having to leave the work force for over a year due to a severe life-threatening illness, I have found it to be extremely difficult to reenter the work force.
Even with all of my experience, skills, and past training, there have been no opportunities that have opened. I have continued to send out resumes, make contacts and have interviews, all with no success. It seems that employers don't want to hire someone in their fifty's as this person is a liability risk, and might cost them more money than a younger person. How sad for this country, and for business to just throw away those who could enhance a company's productivity and success with their years of experience and knowledge and instead hire someone who has little or no experience.
I have learned from this experience that being old in this country is not looked on with respect. In Fact, being old makes you a liability.

Response To Mr Ward's Letter To MDN
In the Mojave Desert News, date issue 10/23/2008, Mr. Don Ward wrote a letter to the Editor in regards to information I have on my webpage (www.newcityofcaliforniacity.org). First and foremost, I wish to apologize to Mr. Ward because I was in error about what I had printed.
I truly hope the information I am about state will help clarify what I wanted to say. This information was supplied by past and present city employees and things I have personally observed and learned.
This is what the City of California City supplies Tierra Del Sol Golf Course.
1) Grass seed and fertilizer.
2) If a main water line breaks, the city will supply everything and fix it.
3) When the large water pumps go out on the Tierra Del Sol golf course (these are located north of the tennis courts in Central Park), the City supplied everything and fixes it.
4) The City takes approximately $3,500.00 every month out of the city's sewer fund and pays for the electricity that operates the pumps for the gray water that is used on the golf course.
5) The City supplies fresh water for the golf course.
6) The City supplied equipment that is used to help maintain the Tierra Del Sol golf course.
Par Three Golf Course.
If a water line 2 inches or greater breaks on the golf course, the city supplies personnel, equipment, and supplies and fixes it. If it is less than 2 inches Tierra Del Sol grounds personnel will fix it but with supplies from the city.
The contract states in essence, that Tierra Del Sol will keep this course looking in a professional condition. However, if you go out to the City's Par Three course, you will see large spots of dying or dead grass. In addition, you will also see spots where the grass is gone and there is dirt. In addition, not all of the grass is edged or trimmed.
On numerous occasions I have observed our city employees picking up trash, tree limbs, and miscellaneous objects off of the Par Three golf Course. Now please don't get me wrong, but I personally have never seen Tierra Del Sol personnel picking these things up, but I have seen them mow the grass every so often. I don't know how many times they are required to mow the Par Three course in a week.
Finally, I was living here when Tierra Del Sol was designed and opened. What I find hard to believe is out of approximately 34 plus years, to my knowledge, this course has never made a profit to share with the city. I am not picking on Tierra Del Sol or its management, but as a citizen, if our city’s number one public draw is not making a profit, then maybe we as a city should be looking at a way to change that, so the city can see some sort of return for its effort. If someone out there has information to prove me wrong, please let me know so I can pass it along.

The Truth About The Sports Center
I have been silent too long and now after deciding to run for Mayor it is time to set the record straight. Some people have two misconceptions; one is that the Sports Center was to be totally finished under the Eagle Contract, and two, Eagle filed a law suit.
The previous city manager went to several people in the community to have a small building built in exchange for 50 acres. No one stepped forward. The city manager asked us to build the Sports Center. I looked at the poor condition of Central Park, the political condition of the council and obvious to all, the overvaluation of the 50 acres. I stated that the building he wanted was too small, and the council and others would likely use the project as a political pawn.
A plan was drawn for a larger Sports Center shell which had to have a “minimum value” of $500k. Well the rest is now history; Mr. Way did not follow the specific city council instructions and violated both City and California law concerning surplus property. He also changed the building location resulting in structural plans being “revised again”. Then he turned his back on the project. In spite of record high winds and the hot wind of negative political adversity, the Contract was completed on schedule.
If the City had truly made this a “joint effort” as was declared at the ground breaking, the Center would have opened sooner, as Eagle was willing to work to completion. It is so interesting how some people state how wonderful they are while taking credit for the hard work of others.
The city audited Eagles books and found that $635k was accounted for and the city spent about $400k for the interior. The Sports Center is worth $2.25M. BTW all we asked for was a small plaque honoring my son Shawn who loved kids and had just lost his battle with cancer; then Mr. Way announced that he sold the naming rights. Now Kathy and I are trying hard not to focus on past but on the future and how we as a community can work together. We put our money out front, and waiting a year to get settlement for our work has hurt us. Our City can and should treat people better than this.
There is no law suit as the current city manager and I are working together with the mess Mr. Way left when he left town with his accolades and plaques. Three individuals really need to be thanked for their efforts on the Sports Center: Michael Garcia, Linda Lunsford and Ed Waldheim.

Maybe Not A Special Interests Mayor
In response to Ann of Wonder Acres, I would like to state the following. There is more than one position to the argument regarding an Off Road Mayor, and the Pro active position he may take. Yes, there are people who moved out here to Wonder Acres so they are able to off road from their front door. However there is the other side of this argument. Those who moved out here for the peace and quite, having dealt with the noise and all the things that go along with city life. As one of the latter, it is very hard to deal with that Off Roader screaming by our yard throwing up dust as they off road from their front door. We need a mayor that will serve all of our citizens, not just those with special interests.

Is The City Wrong?
I feel the anger in Bill Smith's sign in front of Ace Hardware, he wants change. I feel the hurt in Patrick Bohannon's letter in the Mojave Desert News, about our roads, he wants change. I have felt the pain of rejection by this city council, past and present. I'm still waiting on a waterline and the work was approved! I have seen people on the city council talk down to us, the citizens of this city, because we reject what they're doing, or question it.
I feel any city council that doesn't question those who want to contract for large sums of money from our city taxpayers, ought to be put inline. I am under the belief that the city was put on notice about the price of this project for senior housing. I feel slighted by the fact that this senior housing project started out at cost plus 10%, but is now all about profit. I am flabbergasted that so many people had to leave the room when that project came up this last time, but every other time some of them stayed, I want change. Every administration we have had has acted the same way. Mr Bohannon stated we're painting the roads again, it's election time. Mr Smith's sign infers we paid to much for the airport project, the sports center and that the city is doing little to get a market and is even unfriendly to business.
What is the real problem with our city? Why are so many city funded projects sitting vacant and in rubble? Why is the motel unfinished? Why don't we have a large grocery store? Why did we pay so much for the airport project, the sports center, and why are other business waiting for what they were promised. Personally, I don't think we paid to much for the airport project. Personally, if I knew it was for sale and could have raised the money, there would be a film school there, right now. I believe the road that leads to our city needed paving and they did a good job. Our city looks great as you drive in. I believe that the last time it was done, during last election, it was done with shoe polish and I'm still removing it from my car, that at the time was brand new. It cost me $85,000 to settle debt made during my fight with this city council, and I still owe a few thousand that needs to paid soon. In that fight, we lost a good television show that we will never get back. The city lost tax dollars and retail revenue.
Am I bitter? I am, but I am trying to weigh what is, against what was, and the equation unfortunately is the same. The Mayor angrily stated that he's tired of people going to the grand jury about this city. That's something he can correct, just stop giving reason. The grand jury and the County's DA office are our lines of defense, our checks and balances and I encourage everyone to keep that in mind. Let the Mayor rant and rave all he wants, we need checks and balances obviously.
Where does this leave us? I'll be damned if I know, I can't imagine going backwards. I don't feel anyone running for mayor other than Larry Adams and Mayor Evans qualify to run this city. Does Bill Smith really want to be on the city council? Or does he just want to correct what's wrong with it? There are a lot of questions that will be answered in the way the city council handles the senior housing project. Will it be fair? Will the taxpayers be treated fairly? Will this city council look at that senior housing project and make the right decision that's best for the taxpayers?
Look at the airport project, we are paying as we go, no pain there, it's actually a great asset. We need to do something with it!! For the sports center, we gave away dirt, no one was using it and no one wanted it. We may have paid a little much, but we got a sports center!! The road leading into town is important! I have knowledge that the new road and cleaning up a few spots on the boulevard will get us the grocery store soon, for sure! I further believe that it will bring other major investors into town, that we as business people can sell projects too. It will also help get investors to our city that will help with projects on the table now. It was important! The other roads are important too, but we need business now. There have been only two businesses in town, who have built anything of any importance on the boulevard, since I have been here. That are opened for business! Those are Ace Hardware and the IMC Center. It's no secret that they both had to under go unnecessary cost and burdens placed on them by this administration and the last to complete their projects.
What is really wrong with our city? Why does the city have only two successes to their name in 8 years? Why are we looking at 4 or five junked projects the city funded? Why do we have projects that we pay interest on with taxpayer's money that bring us nothing and that look like abandon housing projects? I'll tell you why! It is not the seated council, it is the outside influences that have always been there. And that is the bottom line. Fix that and you'll fix this city.
Thank Bill Smith, Fred Whitney, Cherly Gober and handful of others for not abandoning their retail projects and leaving this city with more scars. Show up at their retail businesses and thank them for hanging in there. Spend your money at their projects and encourage them to do more and you'll change this city. Let's show up at our retail establishments and do all we can to help them. Let's don't lose anymore. Let's work on the core problems. Let's hold the city council accountable. Make them do what's right. Show them that we will hold them accountable. That we'll use our checks and balances. Show them that it's not what they can do that makes them worthy of serving us, but it's doing what they should do that earns our respect. The fact that their attorneys say they can do it, doesn't mean they should. Respect is earned, it is not an entitlement.
Bill Smith has the courage and the right Idea. Put this city council on notice. Patrick Bohannon has taken money from his pocket to make sure everyone knows his view on the roads. These are business men that want change. Their not alone, Ed Collins and others are fighting hard for a fair break on an honest bid for a city government contract. This city council has the power and the knowledge that can make change, they're a hard working group, they need to listen more, quit making us feel they don't care what we say. If they make changes or not, change will come. Never before have the people of this city stood up like their standing up now!! Change is coming.

LA Businessman Receives Welcome
I'm a businessman in Los Angeles. I recently visited California City for new opportunities. I visited the city a couple of times and realized there could be some potential here. My big surprise was when I contacted the city officials. Congratulations to California City residents. You have a great city council. In particular, I want to thank Councilman Kevin Schafer, City Manager Linda Lundsford, Councilman Mike Edmiston, and last but not least Mayor David Evans. Once my office contacted the city, all the above mentioned went out of their way to meet with me and discuss my business plan. I had a very good reception at the city hall and spent over three hours with them. It became obvious how much they love this city and want to help it grow. In particular, I realized that the residents of California City were number one priority for this team.
The excitement and cooperation I received has already persuaded me to want to bring some of my business development to California City and make this beautiful town my base for future development in the Kern County.
I look forward to meeting more residents and close relationship with the city council.

Things Will Change, If You Let Them
An article in The Los Angeles Times by Julie Cart, during the building of the Hyundai Test Center here in California City stated, that this was once the home of land speculators, business schemers, and con men. This is the way are city is viewed, the worlds perspective of what our City once was. It is a small wonder legitimate business that come to town with high hopes of turning that around, often fail.
In a business where you must rely on outside funding, this can be a huge hurdle to overcome. Our City record of success, in the area of attracting and maintaining small and moderate business, is dismal at best. In order to change the way our city is perceived by others, we must change the way we look at our city.
The biggest problem we have is, we have nothing to offer the outside world. We have no historical center, no historical buildings, no gold mines, no air and space port, no motel or hotel, nothing of any real historical significance and nothing to publicize. The fact that we have nothing much to celebrate, leaves us open for others to believe all that is said about us. Overcoming our past means we must revisit it, see what we have to do, so we don't keep repeating the same old mistakes and giving more bad for people to write about.
Freedom of speech is a funny thing, it can be used to generate distrust, hate, anger, joy, and hope. The later two are what we should all be striving for in this city. If you want to stop the press from writing about the bad, don't give them bad to write about. The city council, the Mayor, and all that run our city are obligated to at least make sure every package presented to it, is in order. That all that wish something from us at least be qualified to take it, and that the city is protected. We must quit repeating the past. The days of let's do it now, we will answer to you later, are over. let's bury the past and look to the future. The core of our city needs something, we need to stop being delusional about who we are and start finding ways to attract the outside in. The truth is, we are better than even we believe, we just need to stop the foolishness.
This City needs an attraction, without it you can build another motel, several hotels, a grocery store, and a Wal-Mart, without something to attract the outside in nothing will happen, we'll just have a lot of empty buildings with sagebrush growing up around them, Lots with infrastructures, with nice curbing, sidewalks, and tumbleweed cracking their beautiful finish as the desert takes back what its, for lack of traffic.

Hysterical
I am a resident of Los Angeles County; and now one of California City. I cannot believe the editor of the paper or this blog does not check the comments that are written ahead of time, and make sure that the comments are understood by all. I guess I am use to reading articles that are tailored and well written ----- even those written by the people. Personally, I think that if the city council has to rebut something written to them or clarify information, that they do it in a more professional manner. Reading the "he said" and "she said" comments appear childish.
I think if people want to write an article, wonderful. However, make sure that what is written is newsworthy, and explains the situation. I just read one article with spelling, grammar and sentence construction errors all over the place. Please check the sentence construction and spelling, or have the editor do that.
I think that is the job of the editor! And finally, I can not imagine why the city would not want to have the benefit of a film studio or studios. This can bring high revenue to the city, so that they can provide more goods and services to the community. I would think that if California City is interested in flourishing as a city, that they would want all kinds of business in their town. I fell in love with California City the minute I arrived, but if they want it to be the "Palm Springs" of the new century, they need to refine how things are done.

Obama’s Plan
Good for Obama, America and the world! I hope he will hold accountable Bush, Cheney and the rest of those monsters for this illegal war in Iraq that has killed 1 million+ innocent Iraqis, displaced over 4 million, maimed millions more, trashed, raped and plundered their country. I'm glad it's no longer a secret they lied us into this war using our money that is so badly needed here. If another country had invaded us this way, there would be hell to pay. Where do we get the right to be so arrogant and superior to break US and world laws? It's called greed, stupidity and immorality.
It is disgraceful, immoral and shameful that the greed of a small percentage of Americans for want of oil, their business gains and control of what does not belong to us would sacrifice so much for their gain. To the point they will lie for these criminals. That's called complicity. And we Americans have the gall to call ourselves "Christians" and "patriots". What a crock! Now America is having to pay for its sins and taking the rest of us - who didn't approve of the war - with them over the cliff.
Bush and McCain have voted down resolutions that would benefit our maimed soldiers returning from war. How's that for patriotism??? All those who voted for Bush, the war and had stickers that said "support the troops" should be the first to give every benefit needed to these brave soldiers. And if the government doesn't help these returning soldiers and their families, they need to open their homes and help these people. Christians and patriots in name only. No soul. No sense of humanity. Only greed and wanting bloodshed on innocent people.
And I can say this because I'm a veteran! The worst thing a leader can do is send his soldiers to an illegal war for the profit of a few. > That's called treason. It's made worse because Bush and Cheney served no time in the service. And everyone that knows the truth about these crimes - and there are many - which includes the media, have blood on their hands.

Councilman Claims Editorial Pollution
Last week, once again, printed editorials polluted our community, filled with blatantly erroneous falsehoods and contemptible slanderous innuendo! All, attempts to discredit and spread alarm in an on-going effort of a few who have too much lemon in their lemonade!
First: to correct the record – a member of the city council was asked and tasked with digging into issues months ago regarding the film studio. That official spent nearly three weeks researching the law, and checking with other communities up and down the state who have studios. Those findings were brought back to the party in question along with a certain hired official and the hired official was told he was wrong. The citizen was apprised of the situation and a recommendation that he come before the council to appeal was given. He chose not to follow that offer! Rather, He chose other options that were exercised totally out of the council’s hands. Now, a new City manager is in charge and she was directed by the same city council to close this matter and she did so with the utmost speed.
Secondly: Other spurious allegations have been flung out, which are not only flagrantly wrong, but are a contemptible attack to the entire city council. To suggest that secret meetings are taking place, and that somehow a “separation of church and state” issue exists is not only so far out in the sagebrush, but a simple look at the constitution would leave one scratching their head to figure out what possibly could be inferred by such a diatribe and what specifically it is pointing to?
It is interesting how often the “church and state” issue has been thrown out in the last quarter century, as a punch line by those who have no accurate understanding of the Constitution and what our forefathers meant or intended! In fact, the phrase “Separation of Church and State” doesn't even exist in the Constitution!
The closest that religion is mentioned in the Constitution is Article VI wherein it states: “no religious test shall ever be required as a qualification to any office or public trust under the United States.” This is what JFK had to fight back in 1960 when confronted with, “We can’t have a Catholic in the White House”, and now again with Mitt Romney in 2008!
The Bill of Rights Amendment 1 states, “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press, or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.”
The oft misquoted and ill informed use of the punch line came from our third president: In 1802, President Jefferson wrote a letter to a group of Baptists in Danbury, Connecticut, in which he declared that it was the purpose of the First Amendment to build ''a wall of separation between Church and State. '' The Writings of Thomas Jefferson 281 (A. Libscomb ed., 1904).
I along with others in the past would simply once again ask those few, bent on continually stirring up malicious innuendo and slanderous falsehoods, to try putting as much energy into helping solve the problems or issues in the community, rather than continually being a half empty glass.
Otherwise, I suggest you get your name on the ballot so you can put yourself up for the same continuous public ridicule you so flagrantly choose to shovel, and as we who are trying to make a difference for this town are constantly being bombarded with! If we’re gone tomorrow, we’ll be alright! Because, our families will get us back and we’ll leave knowing we really were trying to make a difference in a community that is better today than it was when we first took office. And hopefully our followers will be able to say the same when they step down also!
Public servants, who are true servants don’t serve for the money and they don’t serve for the accolades. They serve because they see a need and believe in their heart that they have either the talent or capacity to make a difference. They go about committing their time, their talents, and their energies to the betterment of their community, in spite of the nay Sayers! And they do everything by the law, without personal prejudice or allowing personal moral values to interfere. And therein lays the dichotomy, between the perceived politicians and those who are your neighbors who decided to get involved!

I just wonder how is California City is doing? Any recover for Subprime Loan in California City? Is any affect there? How is California City Planning right now? Is it moving well? How is after Primary for presidency in California City? After I started to have my land there in California City, I am wonder always about how Growth of California City will become...and I feel like to ask someone very close like you Editor. I hope it is ok to ask you? I understand that California City could become idealistic place. I hope someone can have big Dream to become wonderful place. That is I am waiting for. Las Vegas Grow so fast 10 to 15 years to become huge scale DREAM came true. Don't you think California City could be one too? If some Big Dreamer make it come true. I don't know how is City are thinking in mind? I hope Editor has someone to talk in to this society. I hope give us some messages, so we know how to feel to have the Land we carry...Don't you think California City can have Big scale Dream there too? I have been carry my Land since 1987...since then it is growing little by little...but I want someone can do Big Scale to dig this place up and make brand New California City!!! Gov. Arnold Schwarzeneggar could do something about that too isn't it? The places are useful. Space center, Amusement Park, Idealistic Town, International town( so someone can create towns with ideas), Somewhere different place like no town or cities build. Editor can write something like this to FAME this place up so some intelligent person might come in to this town. Well, my thought are fully dreamed about this town but...I don't know. Grand Jury Decides In Movie Studio Favor
Attached is the Grand Jury report finding that California City City Manager acted wrongfully, when he shut down California City Studios for building movie studio sets on their back lots after 8 years of doing business in California City. Also, included in this attachment, a recent letter restricting the movie studios from normal everyday business. The Grand Jury states, this was in direct violation of their own ordinance and policy procedures. The movie studio is still prohibited from creating sets and a 14 day procedure has just been in acted to force the studio to reveal what types of movies will be shot at the studio. The studio owner has stated that his fifth amendment rights are being violated and that forcing us to reveal what types of movies we shoot under the guise of dust, glare, and admissions places him in an unfair position to capture business that would otherwise leave this state for area more favorable to filming such as states, city's, country's and county's that vie for this business on a regular basis. The new attempt to restrict the studio is just a reword of what was being force upon them with the attempted conditional use permit situation.

Measure A Voters Get A Thank You
I want to thank everyone who took the time to vote Yes on Measure A. The unofficial final results as of Feb 12, 2008 are 1,699 Yes votes, that's 62.6%; we needed 55% for Measure A to pass. Unofficially, Measure A has passed; construction can begin in 60 to 90 days after the bonds are sold. The Mojave Unified School District can finish putting in the needed facilities at Hacienda Elementary School and California City High School. This will give the students of California City an environment conducive to learning and a chance at a great education. Your voting Yes on Measure A shows that you care about the students of California City. Thank you very much!
To Mr. Backs, I know we do not see eye-to-eye on the things that are important to MUSD, which depends on School bond tax money. What I want to know is, "Do you care at all about the students that live in California City?" MUSD does not have access to a large commercial tax base. They must turn to the local taxpayers to help them get the things the schools and the students need for a good learning environment. All you see is MUSD using emotional pleas to get into the pockets of the taxpayer. You seem to feel that the School District does not need the money except to waste it. At the end of all your letters you keep saying "Respectfully", but you are not being respectful at all to the MUSD and definitely not to the students of California City. It looks like you care only about yourself and no one else, and I feel very sorry for you.
To Caliman Mike, I don't know where to start with you. You seem to think that everything that is going wrong in this city has something to do with this Measure A. But most of the problems that you mentioned in your letter (dated Jan 27th ) has nothing to do with this measure, Measure A will be used to complete the two new schools only. You just wanted something to complain about, so you picked Measure A to blame. Using portable buildings is not the solution our School District is looking for, a school made up of portable buildings would only be a short term solution and a real eyesore. That is not what the voters approved when they voted for the 2002 School Bond Measure. Your statement about "Fancy Buildings" is out of line, the buildings are not "fancy" they are functional buildings that will outlast any portable building. How would you like to change clothes (for PE) in a currently empty classroom as there is no Gym, locker rooms or showers, no athletic fields or library building. That is what the students at California City High School deal with everyday. Hacienda Elementary School does not have a cafeteria or a library; the students eat their lunches in their classrooms. As a homeowner (disabled) who supports Measure A, I feel sorry for you too. I'm so glad that Measure A passed; I will gladly pay my share of the Measure A School Bond tax. But I want everyone to know that there was a better way to pay for the completion of the two new schools, that was "Measure E". Back in Sept. 2007 the majority of California City voters tried to pass Measure E as an extension on an existing tax (the original 2002 School Bond Measure), a tax we are already paying. Unfortunately due to the 2/3rd requirements, a small minority was able to keep Measure E from passing. With the passing of Measure A, every property owner has another new school bond tax to pay. Measure E would have been easier on everyone's budget, because it would have returned the 2002 tax to its full length of original payments. Several years had been dropped from the original tax because the property value and the number of houses in Cal City went up after the original measure passed. "Thanks for nothing Measure E No Voters". To Mr. Backs and Caliman Mike, "If you can't help us fix the problems, Please don't become a part of those problems". Please keep your negative opinions to yourself, or look for a place to live that doesn't need schools because they have a declining student population.
One last thing, I want to apologize to everyone that takes the time to read the Letters to the Editor. Lately it has turned into a word fight with some people that just do not see the big picture. They only see fault with everything and are not willing to help fix the problems we all have to deal with here in California City. Again, Thanks to everyone that Voted Yes on Measure A.

Needed Taxes
I have something to say to Caliman Mike, your letter, posted January 27th, shows that you have no idea what is going on with our two new schools. These two schools are not finished, if you read my letter, posted January 28th, you might begin to understand what the two schools need, and what the students at these two schools have to deal with. Yes, good administrators and teachers are needed to have a good school, but you also need completed schools to make that possible.
The high school is using classrooms as the library and dressing rooms for PE, the cafeteria hallway for administration, but there are only 9th graders this year, next year will be twice as crowded. When all 4 classes are at California City High School, there will be no empty classrooms. Where will the kids change clothes? Where will the library be? Hacienda Elementary needs a cafeteria and library. Everyone is currently making do, but many things that are necessary for an enriching education are missing. We passed the original bond measure so that our kids would not have to take the bus to Mojave, but because the high school is not complete, students participating in athletics, band, etc still have to take the bus to Mojave. Everything else you wrote about has nothing to do with Measure A, and California City is looking into charging a user fee on the weekenders that come here.
Like you said, "getting large businesses to come to California City", is a great idea. The city has been working on that for years, having a completed school system in place is a step in the right direction. But schools that are made up of portable buildings will not get anyone interested, all that does is show that we are not involved with our School District and do not care about the students in this city.
To your point about, "small property owners should not have to carry all this weight". I'm a small property owner and on permanent disability, but getting these two schools completed is something I am willing to do. Last thing, your statement, "Where did all that money go to?" Where the money went has been reported in the Mojave Desert News, at School Board Meetings, and probably in other venues. The new school project was stalled by governmental delays for over 4 years, and the price of construction and materials more than doubled. If you care at all about the students of this community and the city itself, you could get involved by going to School Board meetings. But you can help right now by voting Yes on Measure A.

Quit Raising My Taxes!
We have a lot of campers that come, use our city, leave their trash, then go home. We should be generating revenue from camping permits. They come because we have a good thing here. There are smooth roads to park their campers on, and there is plenty of room to ride off road vehicles. Kicking up a lot of dust I might add. If Measure A passes, next year there will be another measure, then another, and another. When will it end? Small property owners should not have to carry all this weight. Let's concentrate on getting large businesses to come to California city. They will generate tax dollars and provide jobs. There is plenty of commercial zoned land. Also, fancy buildings do not make a good school. There is nothing wrong with portable buildings. Good administrators and good teachers make good schools. Permanent buildings can be added in due time as needed. Where did all that money go to? Someone out there has to have an alternative to raising taxes. Let's put our heads together and come up with one.

Final Words For Measure A
Have I personally seen the new schools? Yes and no. I’ve only seen the elementary school that was constructed adjacent to California City Middle School. I drive by it at least twice a day. Am I impressed? No, personally, it’s an eyesore next to California City Middle School. Would I have voted in favor of this construction rather than a facility like California City Middle School? No. Were the taxpayers of the city shown what the proposed schools would look like before they voted? No. Have I seen the proposed construction that the $24 million dollar bond will purchase? No. Have the citizens of the city? As one of those citizens, my answer is No.
That’s the point really isn’t it? We weren’t told what we’d be getting when we approved the bonds originally, and we’re not being shown what we’ll get now. We’re not being shown what an additional $24 million dollars will purchase. No designs, no artists rendering, no detailed cost estimate, no projected completion dates, no mitigation plans, just a request for more funds and an extension on your property tax bill. Is there any information in the mailings? No. They contain only emotional appeals accompanied by signs all over the city saying “Yes on Measure A.”
Show us what we are paying for. Tell us how the cost was estimated. Assure us that the work will be done on time and within budget. Convince us that alternate sources of funding have been sought, evaluated and are not expedient or available. In the future when you pick our pockets, try to earn our votes and our support with logic, reason, and facts.

Measure A - What's The Real Cost?
The February 5th election draws near. Thanks to Proposition 39, Measure A will undoubtedly pass. I have only three things I’d like to reiterate. First, as Mr. Spellman points out, State and Federal delays caused the cost overruns. There is no published mitigation plan to prevent delays from occurring during this phase of construction. We never solicited either State or Federal funds to compensate for the delays that caused the problem. Instead, they’re asking taxpayers to cover the costs, though we were not the cause. Is that fair? Second, what are we getting for $24 million dollars and how was that figure determined? What objective cost estimate was used to arrive at this amount? Let taxpayers see the true costs and some semblance of a plan and you may earn their support. Finally, as I’ve stated many times, I’m not opposed to finishing the schools. I voted for the original school bond measure. I entrusted those in government to accomplish the original intent of that measure. They failed. Rather than the brick and mortar schools most taxpayers probably envisioned when they voted for the new schools, their “foresight” produced something much less for the city and it’s costing more. How do they intend to prevent failure this time? I’m opposed to the financial solution being proposed in Measure A without any published detailed cost estimate for this project and without any plan to mitigate the risk of delays or cost overruns. When Measure A passes, and I’m sure it will, I hope the Mojave USD spends as much effort properly managing the project and taxpayer funds as they have spreading signs and mailings around the city to get Measure A passed. Those in favor of Measure A, what are you “really” voting for? What does the $24 million dollar plan look like? Have you honestly been told?

Why Measure A Needs Prop 39
Mr. Backs stated in his letter dated December 20, 2007 that "For the record, I'm not opposed to finishing the schools. The work needs to be completed." But, he opposed Measure E in Sept 2007 and now he opposes Measure A. The only thing he sees is the government "wasting large sums of taxpayer money without adequate plans in place to prevent the same mistakes from being made again". The Mojave Unified School District did not make any mistakes or waste money. Our School District had enough money to complete the two schools if there had not been a 4 year delay due to State and Federal mandates and delays after delays. The cost of construction, concrete and other materials have more then doubled since the original bond was passed, which has kept our School District from finishing our two new schools. If our School District had not had the foresight to purchase the prefab buildings after the 2002 bond measure passed, our two new schools would not even be here. Our kids attending RPU would still be in a severely overcrowded school and our 9th graders would be bused to Mojave HS. On September 18, 2007, the "Yes" Voters did not get the needed 67% to pass Measure E, but we only missed it by less then 3%. Under the current law, Mojave Unified School District has asked to have a new school bond "Measure A" placed on the ballot on February 5 using Proposition 39. Mr. Backs said "Your voices were heard, and they would prefer to hear fewer of them that disagree with approving new taxes." Yes, "Your voices", voices of a small group of people, a minority, which only received 35.86% of the votes. Under the 2/3rd requirements to pass new taxes, "this minority" stopped a needed School bond extension. A few years ago the people of the State of California passed Proposition 39 to help school districts raise necessary funds by lowering the majority needed from 67% to 55% for new taxes. Now, if Measure E back in Sept 2007 had only received 25% to 35% of the vote, I myself would not support Measure A. But Measure E got 64.14%, showing that the Majority of the voters wanted Measure E to pass. The use of Prop 39 on February 5, 2008 will allow the majority of California City voters to pass this much needed School Bond.
Mr. Backs also mentioned property values by stating "Does anyone seriously harbor the illusion that completing these schools alone will substantially increase property values?" All I said was that if we as a city want to move forward a completed school system is needed, I never said completed schools "alone" will increase property values. A completed school system "can help" increase property values, but incomplete schools can help lower property values.
Right now, I want everyone to know that our Mojave Unified School District has done everything right, that the delays were out of their control, along with the increased construction and materials costs. We, as a city need to get out and Vote Yes on Measure A this Feb. 5th. Let's give the kids of California City a better chance at a great education.

New School Bond Measure A To Be Included In Proposition 39
On February 5, 2008, the citizens of California City will be asked to pass a new School Bond to raise the funds to finish the two new schools. This new School Bond is called Measure A and will fall under Proposition 39, which only requires 55% of the votes to pass, not the 2/3rd that was required to pass the extension of our current 2002 School Bond. There are some facts that everyone needs to know about Proposition 39. First, this School Bond will cost $60 per $100,000 of assessed property value per year. Second, the money raised by this Bond can ONLY be used for what it was requested for. Third, there must be an annual audit for as long as the bond loan is due. Finishing these two new schools will help everyone in California City with the following:
First - It will improve the overall value of your home. Second - It will help get large corporations interested in investing here (stores & jobs). I know everyone has heard this old story over and over again, that a supermarket might come if we do this or do that. But let’s face facts, if California City does not have a completed High School, the city will never be able to get any large corporation interested in investing in our city. If a large corporation were to invest millions here, what does California City and the School District have to offer their employees? Their employees will have kids that will need to attend school, but if the school system is not in place and complete, what large corporation will come here to California City. Now, $60 per $100,000 of assessed property value works out to 16.4 cents per day. I’m on permanent disability and I’m willing to pay 16.4 cents per day ($60 per year) to ensure that the current students and future students of California City have a completed High School. Having a completed school system (that’s K-12) in California City is good for everyone living here and will give our children a chance at a good education. Will the 611 "No" voters from the Measure E election, vote No again in Feb 2008? I hope not. Measure A will only be $60 a year (just 16.4 cents a day) on $100,000 of assessed property value, and that’s not too much for anyone to pay. I hope that everyone will help the children of California City and our School District complete the two new schools. Help support this new School Bond and get it passed. One last thing, to all the renters who are also registered voters in California City. It will not cost you a thing to vote yes. So please go and Vote Yes on Measure A, coming Tuesday, Feb. 5, 2008.
